About this Job
The Coastal Protection and Restoration Authority (CPRA) is seeking a Coastal Resources Program Supervisor to lead its General Services Section in supporting critical coastal restoration and protection efforts across Louisiana. This role plays a vital part in managing programs funded through state and federal sources, ensuring the effective execution of construction contracts, procurement, fleet management, and other key operational functions that advance CPRA’s mission to safeguard Louisiana’s coastal resources and communities.
Minimum Qualifications
Six years of experience in an environmental program; OR
Six years of full-time work experience in any field plus three years of experience in an environmental program, administrative services, biological sciences, physical sciences, geosciences, earth sciences, environmental sciences, natural sciences, engineering, or a related field; OR
A bachelor’s degree plus three years of experience in an environmental program, administrative services, biological sciences, physical sciences, geosciences, earth sciences, environmental sciences, natural sciences, engineering, or a related field; OR
A master’s degree plus two years of experience in an environmental program, administrative services, biological sciences, physical sciences, geosciences, earth sciences, environmental sciences, natural sciences, engineering, or a related field.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Supervises and supports a team of Coastal Resources Program Specialists, overseeing operational services, construction contracts, and programmatic functions such as procurement, inventory management, telecommunications, and office logistics to ensure efficient support for CPRA initiatives.
+ Manages workload distribution, reviews work for compliance and accuracy, updates internal procedures to align with state and federal regulations, and coordinates procurement and contract processes through LaGov SRM, including Title 38 construction contracts and Title 39 bid processes.
+ Represents CPRA in meetings, negotiation sessions, and on-site pre-bid conferences to resolve issues related to bid procedures, scopes of service, budgets, invoices, and contract compliance, ensuring alignment with state and federal requirements.
+ Assists with construction project bid openings, responds to bidder inquiries, manages public records requests, and oversees budgeting and lease coordination in collaboration with Facility Planning & Control to support CPRA office operations.
+ Manages agency-wide procurement, fleet, and safety programs by overseeing driver and boater safety compliance, submitting and reconciling P-Card expenses, supporting LaGov functionality, and serving as CPRA’s procurement lead during declared emergencies, including coordinating emergency contracts and purchasing parish-requested equipment through GOHSEP.
+ Provides policy and regulatory recommendations to CPRA leadership, serves as the agency’s Hudson Initiative Coordinator, and represents CPRA at workshops, conferences, and interagency meetings to support collaboration and ensure effective program implementation.
