    Summary: The Manager of Business Manpower Planning and Hearing Officer is responsible for overseeing the strategic planning and allocation of manpower resources within an organization. They analyze workforce trends, forecast future staffing needs, and develop strategies to ensure the right talent is in place to meet business objectives. Additionally, they may serve as a hearing officer, conducting investigations and resolving employee disputes or grievances in accordance with company policies and relevant employment laws. This role requires strong analytical and communication skills, as well as a deep understanding of workforce planning and employee relations.

    Roles and Responsibilities :

    + Analyzes and monitors management, hourly and Field Salary job classification staffing levels to maximize the utilization of the Bus Operations work force in compliance with authorized budget. Coordinate with Department Directors, Hiring Managers, and Human Resource personnel to ensure that staffing levels are in compliance with authorized headcounts at over 50 locations.

    + Utilize Human Resource Management Information System to identify and address bus operations talent management needs and effectively manage essential HR functions.

    + Administers Field Salary positions bid and bump contractual requirements, long-term absences and seniority administration.

    + Counsel department managers and first line supervision on Collective Bargaining Agreements / Bus Labor Relations matters as it relates to manpower.

    + Coordinate with Union leadership to address labor issues, employee concerns, and protocol over the bidding, staffing, uniform, and bonus programs.

    + Manage the system wide transportation/maintenance uniform programs: Interact with Procurement, Accounts Payable, Location Managers, vendors, to ensure contractual compliance. Through a coordinated effort with the vendor, operations, and uniform committee, setup and oversee separate transportation / maintenance websites to improve the employee experience.

    + Manages the sign-on bonus, perfect attendance and refer-a-friend programs for Bus Operations.

    + In conjunction with Human Resources, administers on behalf of Bus Operations requests for ADA reasonable accommodations.

    + Assists with labor arbitrations, P.E.R.C. hearings and other proceedings as needed.

    + Monitors and provides assistance to management staff in connection with all matters relating to the GOB Clerical labor agreement.

    + Handles special assignments as may be required.

    This Position Supervises:

    Education, Experience and Qualifications:

    + Bachelor’s Degree in Business Administration or related area or equivalent

    Knowledge and Skills:

    + Five (5) years of experience with labor agreements required.

    + One year of closely related experience may be substituted for each year of education required.

    + Experience with personal computers and software, including MS Word, Excel and Access required.

    + Experience with Human Resource Information Systems, Teledriver, NextGen, and Discoverer preferred.
