    Summary Would you like to have a job that can ensure national security by providing support to the nation's nuclear weapons stockpile stewardship activities? If so, then the National Nuclear Security Administration (NNSA), Office of Secure Transportation (OST), Office of Program Integration (OPI), has the perfect employment opportunity for an Intelligence Operations Specialist. In this position you will play an important role in accomplishing the national security mission of the NNSA. Responsibilities As a Supervisory Intelligence Operations Specialist, your major duties will include: Utilizing a variety of sources to develop an intelligence base of information from which to draw inferences and summaries. Preparing reports, assessments, materials for publication, statistical summaries and other material concerning the support of mission operations. Routinely working with the highest level of classified and other sensitive information. Preparing technical guidelines and procedures for internal use and for user organizations. Using a variety of software products and accesses a wide variety of internet and secure computer system portals to gather information, conduct analysis, and produce reports. Establishing and maintaining association with various law enforcement, public safety, and military organizations to coordinate intelligence/threat assessments. Developing and conducting subject matter specific training for nuclear material couriers and other employees. Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. Must be able to obtain/maintain a Q level Security Clearance. You must be a United States Citizen. This employer participates in the e-Verify program. Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification. May be required to successfully complete a one (1) year probationary or two (2) year trial period. Employees serving on a probationary or trial period may be terminated at any time during the probationary or trial period for performance, conduct, or business-related reasons in the interest of Federal service. Probationary periods are required for new employees appointed to competitive service positions for the first time; or reinstated employees who return to Federal service after a break in service of 30-days or more and who have not completed a probationary period will need to complete the requirement. Trial periods are required for all excepted service employees. Trial periods served in the same position and agency with no break in service will satisfy the requirement. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS This position is a secondary position which requires prior experience as a Nuclear Materials Courier, which provides the knowledge of Transportation Safeguard Systems (TSS) activities and associated federal agent functions necessary to ensure that training drills and exercises, incident notifications, and communications procedures are appropriate to the situations that are encountered during actual convoy operation. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14 equivalent experience. Specialized experience for this position is defined as: Experience as a Nuclear Materials Courier having successfully conducted OST mission operations and served as a tactical team leader for federal agent teams under emergency conditions or led a team in tactical exercises for operational readiness teams or Unit training events. Serving as a liaison that interacts with other federal and state law enforcement, intelligence entities, and political appointees on a regular basis. Also, experience using the Threat Spectrum concept and knowledge of security and intelligence laws, rules, regulations, and orders to plan, manage, and evaluate functions and operations designed to interpret and disseminate information on groups and tactics, which may pose a direct threat to DOE/NNSA missions. Examples of Specialized Experience: 1. Responsible for the safeguards and security of classified shipments and public safety on a convoy. 2. Conducted a mobile unit tactical plan and directed shipment operations and ensured that all Federal and State laws, NNSA Orders, and mission requirements were complied with and enforced. 3. Interacted with law enforcement, intelligence entities, and government officials as a liaison to mission operations. 4.Conducting threat assessments that inform leadership decisions and mission operations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
