The** **Finance and Administration** **team** **has an** **exciting** **opening** **for** **a** **Program Financial Specialist** **. ** **This is a full-time** **,** **permanent position.
The Program Financial Specialist provides high-level financial and operational expertise to University Advancement (UA), overseeing complex budgeting, reporting, payroll, accounts payable/receivable and compliance functions. This role ensures financial integrity across UA by designing, implementing and enhancing fiscal systems, while delivering strategic analysis that informs leadership decision-making and resource allocation.
With responsibility for managing high-volume business credit card programs, detailed personnel budgets and cross-functional initiatives, the Program Financial Specialist serves as both a subject matter expert and strategic partner. The role applies independent judgment in interpreting policy, evaluating financial practices and recommending improvements, while fostering collaboration across Advancement units, central UW offices and external auditors.
What You Will Do** **:
Business Credit Card Program Oversight
+ Oversee Advancement’s $2.4M+ annual procurement and travel card programs, which consistsof approximately 5,000 transactions across UA, the UW Alumni Association and the UW Foundation.
+ Design, implement and enforce comprehensive policies and procedures for card usage, ensuring compliance with UW, state and federal requirements.
+ Plan, scope, develop and implement a comprehensive audit frameworkto monitor transactions, mitigate fraud risk and ensure adherence to procurement standards.
+ Analyze spending trends, reconcile financial records and prepare compliance reports for leadership,includingrecommendedcourses of action.
+ Coordinate with internal and external auditors, including managing communication with outside parties and coordinatinginternal responses from across the organization.
+ Serve as the subject matter expert and provide direct consultation and customer support to units on transaction controls, reconciliation and compliance issues.
+ Strengthen financial accountability by designing, delivering, and continuously improving training programs for cardholders and managers.
Personnel Budget Management
+ Oversee Advancement’s multi-million-dollar personnel budget, ensuring accuracy of Workday records and reconciliation with internal databases.
+ Partner with UW Central Offices and Advancement’ teams such as Finance and People and Culture to evaluate salary actions, including merit increases, reclassifications, promotions and transfers.
+ Independently interpret and apply HR and payroll policies to ensure compliance across all personnel-related transactions.
+ Conduct analyses of salary trends, payroll adjustments and budget impacts.Provide leadership with data-driven recommendations for planning and budgeting efforts.
+ Manage payroll operations for all Advancement employees, ensuring timely andaccurate processing incompliance with UW standards.
+ Develop and deliver employee training on Workday payroll and time/absence processes.
Financial Analysis and Reporting
+ Conduct complex financial analyses,providing actionable insights on operational expenses, payroll and fund allocations.
+ Advise leadership on strategic financial decisions by interpreting UW fiscal policies, identifyingrisks and recommending corrective actions.
+ Develop, implement and refine fiscal reporting and tracking systemsto meet evolving business needs.
+ Prepare and present professional-level reports for internal and external audiences.
+ Analyze budget changes and long-term trends, offering recommendations on programmatic impacts.
+ Lead feasibility analyses for proposed initiatives and special projects, ensuring alignment with financial policies and institutional priorities.
+ Serve as an expert resource to Advancement leadership and staff in interpreting and applying financial rules, regulations and policies.
Other Duties
+ Lead change management initiatives in Finance, assessing business needs, designing solutions and communicating recommendations to leadership.
+ Provide project management for special initiatives, including scoping, goal-setting, resource planning, milestone tracking and stakeholder engagement.
+ Serve as a representative on cross-functional teams, advancing Finance team goals and broader organizational priorities.
+ Recommend and implement process improvements to streamline systems, strengthen compliance and enhance efficiency.
Minimum** **Requirement** **s** **:
Bachelor's degree and two years of experience in business administration, finance, budget administration, data analysis or related field.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
