    PREFERENCES

    PNM is looking for a DISTRIBUTION System Protection Engineering Manager responsible for leading PNM¿s distribution protection department, performing complex engineering work activities and projects requiring the application of engineering knowledge in a safe, effective, efficient, and economic manner.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The distribution system protection engineering manager is responsible for setting standards, creating strategy, leading, and providing supervision for the following:

    Performing short circuit, overcurrent, and distance coordination studies using ASPEN Oneliner and/or Synergi

     

    Calculating and developing protective relay settings for new projects and/ or modifying existing protective relay settings as required to maintain system reliability and coordinate settings with neighboring entities as needed

     

    Analyzing system disturbances and recommending mitigation plans

     

    Acting as an SME on assigned NERC and/ or CIP compliance standards for Transmission Protection roles [Remove for Dist Protection Posting]

     

    Reviewing relaying one line, three line, AC/ DC schematics, wiring diagrams and other protection design deliverables for accuracy

     

    Supporting regulatory filings or other PNM plans and programs

     

    Ensuring compliance with utility standards, safety regulations, and state/federal rules (IEEE, NESC, FERC/NERC) as applicable

     

    Providing technical support and direction to field personnel and contractors, and training to less experienced staff, as needed

     

    Communicating engineering ideas, recommendations and evaluations to diverse internal and external audiences

     

    Applying engineering expertise to improve or develop new standards and new technology solutions

     

    Performing all work in a safe and timely manner

    COMPETENCIES:

    Demonstrated problem-solving skills, organization, and attention to detail

     

    Demonstrated leadership skills, self-motivation, and interpersonal skills

     

    Experience in short circuit studies software like ASPEN Oneliner, CAPE, Synergi, or Cyme, etc., and software like Powerbase, acSELerator, etc. is preferred

     

    Ability to understand and represent modern technologies applicable in the transmission, distribution, and substation environments

     

    Ability to read, interpret and apply national, state and local codes and standards (IEEE, ANSI, NEC, NESC, ACI, AISC, ASME, NACE, etc.)

     

    Ability to translate electrical theory and physics to utility application for improving system reliability

     

    Ability to make informed repair decisions following company protocols

     

    Comfortable working in and around high voltage (up to 345kV) electrical facilities and equipment

     

    Ability to work as part of a team with various departments and levels of personnel

    Distribution Protection Engineering Manager

     

    Salary Grade: G04

     

    Minimum Midpoint Maximum

     

    $104,766 - $141,434 - $178,102

    SUMMARY:

    Directs and manages a team involved in the design and construction of transmission, distribution, operation, and maintenance activities; manages, trains, and directs engineers and technical personnel and provides administrative support to management; manages an engineering and technical team that works on specific engineering projects from inception through completion; and is responsible for the execution of goals, programs, and projects within an engineering functional unit or section.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Plans, coordinates, supervises, and directs engineers and technical staff.

     

    Administers contracts for wide array of projects, professional services, outside services, materials, and equipment

     

    Holds employees accountable to complete all projects in a timely and professional manner, while promoting a safe working environment.

     

    Oversees and accountable with the overall budget for the department

     

    Responsible for capital project development and 20-year capital planning for areas of department.

     

    Responsible for technical review of design and work product to ensure compliance with codes, rules and regulations, policies, and standards for all work completed.

     

    Handles employee related matters such as performance appraisals, technical career development, mentoring, approving absences, on-the-job training, and counseling.

     

    Recommends necessary changes in Company engineering and construction standards.

     

    Responsible for area development of long-range distribution, sub-transmission, transmission, and generation planning.

     

    Reviews and approves design for new construction, system reliability, and maintenance.

     

    Provides input to job scheduling of construction activities.

     

    Determines engineering criteria for service to customers and users.

     

    Represents the Company as an expert witness on electric system matters in regulatory and other administrative proceedings

     

    Ensures the proper execution of training, performance appraisals, counseling, discipline, and EEO compliance.

     

    Supports growth of the Company¿s revenue by working with various economic development organizations to attract business and industry to the service territory.

    COMPETENCIES:

    Broad knowledge of engineering precedents in specialty area and in related specialty areas.

     

    Working knowledge of management principles.

     

    Ability to manage projects on time and within budget.

     

    Ability to explain highly complex matters and build consensus among diverse groups.

     

    Knowledge of construction and maintenance of electric transmission and distribution and/or power generation systems.

     

    Demonstrated ability to make independent decisions that require judgment, creativity and interpersonal skills.

    QUALIFICATIONS

    MINIMUM EDUCATION AND/OR EXPERIENCE:

    Bachelor's degree (B.A.) from four-year college or university in Engineering with seven to nine years related experience, or equivalent combination of education and/or experience related to the discipline.

     

    Master¿s degree preferred.

    CERTIFICATES, LICENSES, REGISTRATIONS:

    Must possess a current, legally valid driver¿s license and meet the company¿s driving record requirements.

     

    Active and in good standing licensed professional engineer.

     

    Preference for New Mexico and/or Texas professional engineer license.

    COMMUNICATION SKILLS:

    Ability to read and comprehend complex instructions, correspondence, and memos.

     

    Ability to write complex correspondence.

     

    Ability to effectively present information in group situations and respond to questions from customers, clients, management, and other employees of the organization.

    MATHEMATICAL SKILLS:

    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

     

    Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    COMPUTER SKILLS:

    Working knowledge of database, spreadsheet, and word processing software.

    ANALYSIS AND PROBLEM-SOLVING ABILITY:

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

    Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    PHYSICAL DEMANDS:

    While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time. The employee must occasionally lift and/or move up to 50 pounds.

    Office, Field, Construction environment.

     

    Employees in Services Company may be responsible for providing services to various Holding Company

     

    subsidiaries and affiliates.
