The Financial Management Division is looking for a dedicated contracts professional to assist in the development of contractual policy and procedures for Minnesota Department of Health's implementation and to identify opportunities for continuous improvements to the agency’s contract policies and business processes.
Working as a Contracts Specialist withing the Financial Management Division, you will:
+ Provide guidance, and assist in training, to MDH staff in the development of PT Contract Requests for Proposals (RFPs), Professional/Technical contracts, including Interagency Agreements, Joint Powers Agreements, Annual Plan Agreements, Income Agreements, Master Contracts and work orders, and Quick Call solicitations.
+ Serve as MDH point of contact for all MDH staff on all types of contracts and assist all staff in the Contracts Office (CO) in developing and delivering staff training.
+ Assist PT Coordinator, MDH Internal Audit staff, and Contracts Director in conducting internal document and process audits and evaluations of all types of contracts to ensure compliance with State PT Policies and Federal and contracting regulations.
+ Use the MDH contract information systems (Grants and Contracts Tracker is one example) so that all contracts can be monitored for status of their location in the process, auditing, and reporting requirements can be tracked by preparing ad-hoc reports as requested to internal and external customers of MDH.
+ Serve as MDH DocuSign Administrator so there is depth in coverage and MDH staff are assisted with their DocuSign questions in a timely manner, and documents are moved for State signature quickly and accurately.
+ Keep accurate records of all correspondence, voice conversations, meeting minutes, work products and submittals so that records are complete, correct and internally consistent. Ensure that all critical data is entered into the appropriate tracking system.
This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location.
Minimum Qualifications

Three (3) years of experience drafting, developing, and reviewing a variety of contracts. This required experience must include:
+ Experience analyzing and evaluating risks related to contracting.
+ Experience with using software, such as Word, Excel, Outlook, Teams, SharePoint, DocuSign, etc.
A degree in Legal Studies, Public Administration, Business Administration or a related field may substitute for experience as follows:
+ Doctorate: Two years (24 months)
+ Master's: 18 (6) months
+ Bachelor's: One year (12 months)
+ Associate's: Six (6) months

Preferred Qualifications
+ A Juris Doctor, LL.M. (Master of Laws) degree, or BA in Legal Studies.
+ Experience working in Minnesota Statewide Integrated Financial Tools (SWIFT), including contract procurement modules, reporting and OBIEE queries.
+ Experience with State and/or Federal contract and procurement laws, policies, and procedures.
+ Experience reading and interpreting authorizing legislation, Federal Regulations, and other legal language as it pertains to contracts, state statutes, rules, federal regulations and funding sources, including the Uniform Guidance and the Federal Acquisitions Requirements (FAR).
+ Experience resolving contract issues and recommending solutions to complex problems.
