Duties Description Positions in this title provide assistance in identifying individuals with drug and alcohol problems, provide substance abuse education, and assist in group and individual counseling sessions for correctional facility inmates. These positions are only classified in the Department of Corrections and Community Supervision (DOCCS).DISTINGUISHING CHARACTERISTICS Under the supervision of an Offender Rehabilitation Coordinator (Alcohol and Substance Abuse Treatment), positions screen for program eligibility, participate in substance abuse treatment, and monitor progress of participating inmates.

Minimum Qualifications Eligible for transfer reassignment or reachable on Civil Service List.On or before the date of the examination, you must have:Either 1. a current certification as a New York State Credentialed Alcoholism and Substance Abuse Counselor (CASAC).Or 2. a current certification as a New York State Credentialed Alcoholism and Substance Abuse Counselor Trainee (CASAC-T) and one year of post certification qualifying experience; * Or 3. Three years of qualifying experience. * An associate’s degree (or higher) in an approved area** may be substituted for two years of this experience.*Qualifying experience consists of professional or paraprofessional experience in a program whose primary mission is alcohol and/or substance abuse treatment. The program can be in a hospital, Correctional Facility, school, community based, prevention/intervention program or other addiction recovery program. Your experience must include all of the following functions: Individual or group counseling, Intake/assessment, Treatment planning, Case work, ConsultationNY HELPS- This title is part on the New York Hiring for Emergency Limited Placement Statewide Program. For the duration of the NY Helps Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under the NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
