Description
This is an exciting time at the City of Detroit, as we continue to invest in one of the most beautiful cities in the country. We are seeking an Operations Project Manager – a senior-level position within the Operations Team of the City’s Housing and Revitalization Department. The Housing and Revitalization Department (HRD) is a 270+ person department, that funds/administers various housing and community development programs – including affordable housing development, home repair grants, homelessness services, public service grants, and more. The Operations Team supports the general architecture of the department through data and analytics, systems management, process improvement, and other one-off projects.
The Operations Project Manager will be responsible for managing Neighborly – HRD's new program administration software – post-implementation. Management of Neighborly Software will include vendor and contract management, management of users and permissions, updates to product, continuing education/training, and dashboards and reporting. While management of Neighborly Software will be the initial responsibility, the Operations Project Manager role will grow to include supporting general department operations, as well.
This position will report to the Senior Operations Project Manager, with exposure to senior leadership, including Department Director and Deputy Director. This position is a unique opportunity to leverage operations and data skillsets in the context of improving housing and community outcomes in one of America’s largest cities.
Hybrid role – 2-3 days a week in the office.
Examples of Duties
+ Analyzes data from a variety of database sources and formats for research, systems, and report design.
+ Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.
+ Assists with the implementation of divisional goals, initiatives and plans.
+ Drives fact-based decision making at all levels within the organization.
+ Drives process improvement initiatives, including automation, on the processes/tools used to throughout the department.
+ Manages project development and execution from inception to closure.
+ Presents results of analyses concisely and effectively to ensure adoption.
+ Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
+ Tracks and reports project milestones and status reports to project sponsors.
Project Manager & Analytics Specialist III – This is the senior level of this series in which an employee acts as a subject m atter expert and/or in a leader ship type of role . They perform a wide scope of responsibilities . Employees may perform duties which have City-wide impact and involve working with a wide variety of individuals and grou ps . The work of a Project Manager & Analytics Specialist III is reviewed on an as-needed basis.
Minimum Qualifications
Education
Bachelor's degree with major in Business Administration, Public Administration, Information Technology, Public Policy or related field.
Experience
Project Manager & Analytics Specialist III – Advanced levels of responsibility and three to four (3-4) years of experience in any combination of the following components: project management, data analytics, leading continuous improvement efforts, and delivering results in an operations capacity.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
• Employees are vested after ten (10) years of service, regardless of age.
