The Connecticut Department of Correction (https://portal.ct.gov/DOC) (DOC) is seeking a Director of Nursing 2 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=2759MP&R1=&R3=) to join our Health Services Unit within a region spanning Multiple institutions within the DOC. The incumbent in this position can expect to travel across the state working within different correctional facilities. 25% or more of their time will be spent in proximity to/working with inmates.

POSITION DETAILS
This is a full-time, 40 hour per week position on first shift. Schedule is Monday-Friday between 8:00am and 4:30pm. The position is based at our Central Office, located in Wethersfield, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Children and Families, Correction, Developmental Services, Mental Health and Addiction Services and Veterans Affairs this class is accountable for directing nursing services by ensuring that nursing professional practices comply with appropriate standards of delivery for evidence-based patient-centered care within an assigned region, a large hospital division, a medium-sized hospital or for statewide services.
EXAMPLES OF DUTIES
+ Directs staff and operations of nursing services within an assigned region and cross-covers statewide
+ Ensures coordination and provision of comprehensive nursing services delivered 24-hours a day, 7 days a week
+ Develops or oversees development of development of nursing policies, procedures and protocols
+ Attends change-of-shift huddles and facility meetings to promote continuity of clinical and communication
+ Shares on-call clinical oversight responsibilities with Chief Nurse Executive
+ Actively supports frontline care, operations, education and training, infection control, disease management, and informatics during facility situations
+ Demonstrates impact through measurable results such as reduced incident rates, improved quality scores, and increased staff retention
+ Assists nursing supervisors in coordinating and resolving complex clinical issues
+ Leads facilities in clinical project management initiatives
+ Collaborates with interdisciplinary teams including central office, facility-based health professionals, and custody staff to ensure holistic care
+ Provides specialized nursing oversight for vulnerable populations such as geriatric inmates, behavioral health patients, and those with chronic conditions. Utilizes nursing informatics, data analytics, and EHR systems to guide clinical and administrative decision-making
+ Evaluates nursing staff and recommends corrective action;
+ Assists in the preparation of the nursing budget and makes strategic recommendations regarding resource allocation
+ Develops and implements of nursing services staffing plan policies with Chief Nurse Executive;
+ Provides supervision to nurse supervisors regarding nursing standards, procedures, protocols and policies;
+ Ensures nursing practices comply with appropriate professional standards, Health Insurance Portability Accountability Act (HIPAA) and regulatory standards;
+ Establishes and monitors nursing performance expectations;
+ Designs and maintains programs to evaluate and improve quality and appropriateness of care. Implements systems to certify staff competency in clinical care with education and training; protocols. Drives continuous quality improvement and ensures constitutionally compliant care delivery
+ Ensures timely, well-functioning delivery of patient care across all facilities;
+ Identifies and resolves operational and organizational issues pertaining to nursing with Regional Chief Operating Officers
+ Assesses professional nurse training and orientation needs and participates in development and delivery of orientation and education programs to promote staff development;
+ Performs competency assessments;
+ Mentors and coaches nursing personnel throughout region;
+ Directs and oversees health care accreditation and/or re-accreditation process

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in an administrative or supervisory capacity in a health care organization and/or facility or hospital nursing.
NOTE: For state employees, this experience is interpreted at the level of a Supervising Nurse.
PREFERRED QUALIFICATIONS
+ Clinical nursing experience across multiple specialties, including guiding clinical staff in complex patient care decisions and promoting nursing excellence
+ Experience providing clinical leadership and oversight for a team of nursing staff in a multi-unit or high-acuity care environment
+ Experience with underserved populations in a clinical setting
+ Experience with conflict resolution, mentoring, and staff development
+ Experience with electronic health records and Microsoft Office Suite
+ Knowledge of current developments in field of nursing
+ Experience leading interdisciplinary teams and foster a culture of collaboration
+ Experience communicating in person, on the phone, and in writing with a variety of parties, including co-workers and the public
+ Experience analyzing clinical data to drive performance improvements
SPECIAL REQUIREMENTS
+ Incumbents in this class must possess and retain a license as a Registered Nurse in Connecticut.
+ Incumbents in this class serving in the capacity of the Nurse Executive must possess a master's degree in nursing, public health administration, health care administration, hospital administration or a related field.
+ Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
+ Incumbents in this class may be required to travel.
