    Essential Functions

    Performs routine or repetitive tasks with specific instructions and set procedures. Handles basic issues and problems and refers more complex issues to higher-level staff.

     

    Conducts inspections on residential building projects with city-issued building permits. Inspects residential buildings in the process of construction or renovation from beginning to end, for compliance with currently adopted building codes and city ordinances. Performs structural framing inspections of floors, walls and roof systems. Verifies structures under construction are compliant with city-reviewed construction documents. Inspects complex engineered systems specific to residential buildings.

     

    Interprets building code provisions to verify code compliance. Inspects environmental conditions onsite, building setbacks, footing and foundation rebar, wood framing components, and overall building safety before occupancy and determines when a certificate of occupancy can be issued. Coordinates and verifies final approval of all other trades and all jurisdictional ordinances.

     

    Serves as a primary point of contact in the field to facilitate, conduct and manage project scope from permit issuance to completion. Conducts pre-construction meetings with the public and various city officials.

     

    Advises designers, contractors and property owners on code requirements and city procedures. Facilitates the resolution of plan, code and building deficiencies. Collaborates with other city personnel to confirm final project approvals before issuing a certificate of occupancy. Resolves conflicts and communicates options for code compliance.

    Requirements

    Required Knowledge, Experience, And Training

     

    High school diploma or equivalent and one year of experience in the construction or a related industry with residential or commercial projects for building and energy code compliance or experience in the construction trade with these types of projects, or an equivalent combination of education and experience.

    Knowledge of:

    + International Residential, Building and Energy Codes, International Existing Building Code

    + Local ordinance amendments and codes

    + Construction materials and properties

    + Construction trade and common practices

    + Time management principles

    + Advanced customer service principles

    + Certification requirements for conservation codes and other green or environmental building practices

    + Computer usage including related software.

    Ability to:

    + Communicate effectively with others, including people who are angry, hostile, or confused.

    + Maintain composure and exercise sound judgment in adverse conditions

    + Read and interpret building plans

    + Develop innovative and equitable solutions to complicated code issues

    + Interpret and effectively explain residential and commercial building code requirements, relevant standards and problems with architectural and structural plans to other city staff, owners, contractors, building tenants and designers

    + Communicate effectively in the English language at a level necessary for efficient job performance

    + Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Two years of experience in the construction trade or as a building inspector and hold current International Code Council (ICC) certification as a Residential Building Inspector.

     

    Licensing And Other Requirements

     

    Valid state-issued driver’s license.

     

    Ability to obtain International Code Council (ICC) certification as a Residential Building Inspector within 6 months.

    Applicants must be able to pass:

    City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

    Physical Efforts

    While performing the duties of this job the employee is occasionally lifting/carrying up to 35 pounds. Also, the employee is frequently pushing/pulling up to 10 pounds and occasionally pushing/pulling up to 35 pounds. The noise level is occasionally moderate and rarely loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

    Working Environment

    The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position.Hazards associated with all conditions at construction sites for new and existing buildings in varying stages of completion: heavy equipment, fall hazards, trip hazards, open excavations and temporary safety installations.
