Direct Reports
Program Directors, Program Managers (PMs), and select Senior Project Managers; dotted-line oversight of Technical Leads and Business Analysts as designated by the COO.
Position Summary
The VP of Service Delivery is the enterprise owner of program delivery at BEAT. This role ensures that every awarded contract/program is launched, executed, and sustained to meet scope, schedule, budget, quality, security, and compliance requirements while driving customer value and margin. The VP leads and develops Program Directors and PMs, standardizes delivery methods, and partners with Talent, Finance, Capture/BD, and Compliance to scale best-in-class service delivery across all BEAT projects.
Key Responsibilities
+ BEAT’s program portfolio: cost, schedule, quality, risk, staffing, and customer satisfaction.
+ Set and enforce delivery standards, methods, and metrics
+ Monthly Program Performance Reviews
+ Lead, coach, and performance-manage Program Directors/PMs; set goals, conduct check-ins, and complete annual reviews.
+ Oversee all program mobilizations, phase-ins, and extensions; validate plans for staffing, onboarding, security/clearances, facilities, IT, and customer communications.
+ Ensure contract kickoffs have documented deliverables, baseline schedules, risk registers, and reporting cadence.
+ Ensure adherence to contract terms, PWS/SOW requirements, and applicable regulations (e.g., FAR/DFARS, cyber and privacy requirements per contract.
+ Establish internal controls for on-time deliverables, labor category compliance
+ Lead crisis management and business continuity efforts impacting programs (e.g., personnel, facilities, cybersecurity).
+ Secure knowledge and understanding of customer requirements, issues, and needs during pursuit and capture; lead planning sessions with the core team to shape win strategy, solution, staffing, and delivery readiness.
+ Partner with Capture/BD to translate solution concepts into executable delivery plans
+ Support other business development activities as assigned (e.g., color team reviews, orals prep, past-performance curation, pipeline/black-hat support).
+ Approves program staffing plans, organizational structures, and key PM/Director assignments (with COO approval).
+ Recommends award/discipline and compensation actions for direct reports per HR policy.
Required Qualifications
+ 12+ years leading complex programs/portfolios; 5+ years managing leaders (Directors/PMs) in a multi-program environment.
+ Minimum of 5 years proven experience leading proposal teams efficiently in a dynamic, demanding environment on moderate- to high complexity
+ Strong command of contract execution, performance reporting, and change management.
Preferred Qualifications
+ Bachelor’s degree in business, Engineering, Information Systems, or related field; advanced degree preferred.
+ Professional certifications (e.g., PMP/).
+ Experience in federal/services delivery with multi-site teams and subcontractors.
+ Familiarity with quality systems (e.g., ISO 9001/20000/27001) and audit readiness.

+ Excellent leadership, prioritization, and organizational skills; ability to multi-task across concurrent projects and adapt to varied working styles under tight deadlines.
+ Excellent written and verbal communication; strong editing skills with impressive command of grammar and punctuation
+ High proficiency in MS Office (Outlook, Word, Excel, PowerPoint, Project), Adobe Acrobat, and Microsoft SharePoint.
