    Yampa Valley Regional Airport Operations, Safety and Security Officer

    SUMMARY:

    Under direction, performs operations, safety and security duties, including Aircraft Rescue and Firefighting (ARFF) activities as well as emergency medical response, for the Yampa Valley Regional Airport (YVRA); supports day-to-day airport operations and communications activities; assists with maintaining the operational status of YVRA apparatus and equipment; performs initial firefighting and rescue activities at an aircraft accident or airport emergency response event; performs security duties and communicates with the Transportation Security Administration (TSA), airlines, airport tenants and other airport staff regarding safety and security matters; and performs other related duties as assigned.

    ESSENTIAL FUNCTIONS:

    Airport Operations

    • Assists with monitoring and answering various radio and telephone calls, including communications from the ground and aircrews; provides information regarding airport advisories and current airport conditions as well as safe movement around the airport; issues and logs airport NOTAMS (Notices to Airmen).

    • Assists passengers and employees in resolving parking lot problems; prepares and distributes Airport Passenger Load Sheets; coordinates with airlines to update aircraft gate assignments as needed due to aircraft delays or diversions.

    • Hazes/traps/kills wildlife that may pose a danger to aircraft operations; reports bird strike information to regulatory agencies as required.

    • Assists with pushback ground control for commercial aircraft operations to provide safe and efficient movement on the aircraft ramp.

    • Assists with runway and airfield inspections.

    Airport Safety and Firefighting

    • Participates in firefighting incidents and activities using a variety of firefighting tools and equipment; responds and drives to alarms with emergency equipment and apparatus; may serve as incident commander with responsibility for directing all activities at an incident to ensure firefighter and victim safety as well as effective firefighting operations.

    • Executes the placement of apparatus; lays and connects hose; directs water streams and the placement of ladders.

    • Rescues at risk or injured persons; provides basic life support for sick and injured persons.

    • Participates in specialized training and exercises for the purpose of emergency preparedness training and planning; inspects and maintains rescue equipment; meets training requirements including annual recurrent FAA training; maintains documentation of training for FAA inspections.

    • Performs general maintenance work on apparatus and equipment; washes, hangs and dries hoses; cleans and disinfects equipment and apparatus.

    • Performs assigned fire inspections; check terminal buildings and related structures for compliance with fire prevention codes and ordinances; performs airfield and runway inspections in accordance with the Airport Certification Manual; inspects airport and terminal facilities to ensure compliance with the Airport Stormwater Plan.

    • Prepares and submits reports and forms regarding alarms, supplies, and other matters pertaining to public safety.

    • Implements the YVRA snow control plan as authorized.

    Airport Security

    • Performs TSA required airport perimeter checks to ensure gates and doors are secured; ensures the security of the terminal after closing.

    • Assists law enforcement with monitoring unattended bags in the terminal; provides a security presence to ensure that secure identity display area rules are followed; reviews surveillance footage after incidents to see if relevant information recorded.

    • Downloads TSA watchlists and runs Airport Security Comparison Program; monitors airport access logs and surveillance cameras.

    OTHER RESPONSIBILITIES:

    • Types and/or prepares letters, memoranda, forms, and other documents using a computer, printer, or other input devices; develops and prepares reports and data summaries.

    • Updates and edits assorted Airport documents.

    • Attends and/or conducts meetings and training; serves on committees, teams and task forces as assigned.

    • May direct, monitor, and lead the work of other employees.

    • Performs other related duties as assigned.

    EDUCATION AND EXPERIENCE:

    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education:

    Possession of a high school diploma or equivalent.

    Experience:

    Three years of firefighter/Emergency Medical Technician (EMT) experience that required extensive knowledge of emergency preparedness, planning and operations and included emergency medical, fire, crash rescue, public safety and first responder practice.

    LICENSES AND CERTIFICATIONS:

    • Current Colorado certification as an Emergency Medical Technician (EMT), or ability to obtain such certification within six months of appointment.

    • Current Colorado certification as a Firefighter level I is desirable.

    • Current FAA certification as an ARFF Firefighter, or ability to obtain such certification within six months of appointment.

    • Current certification in Cardio-Pulmonary Resuscitation (CPR/AED).

    • A valid license to drive a vehicle in Colorado and a safe driving record is required at the time of appointment and throughout employment.

    • Must provide verification of Incident Command System (ICS) 100, 200 and 700 training upon appointment, or must obtain such training within six months of appointment.

    • Capable of becoming Limited Aviation Weather Reporting Station Weather Observer Certified within 6 months of hire.

    OTHER REQUIREMENTS:

    • Must be able to successfully complete a Federal Security Background Check to comply with TSA Security Identification Display Area (SIDA) badging requirements.
