    JOB SPECIFICS

    The Washington County Property Records Division is seeking a skilled and detail-oriented team player to fill the role of Property Records Principal Specialist. This position involves performing advanced research and analysis related to property parcels, including interpreting plats, surveys, and property splits. The specialist will review, accept, process, or reject legal documents in accordance with Minnesota state statutes and county regulations, ensuring accurate and compliant recording of property records. Additionally, the role requires providing knowledgeable and professional responses to customer inquiries regarding legal documents, parcel processes, and related services within the County Recorder’s Office.

    DESIRABLE EXPERIENCE:

    + Technical expertise in title examination, abstracting or property surveying

    + Knowledge and capability of working with Minnesota Statutes as they pertain to property records

    + Ability draw out and decipher complex legal descriptions

    + Experience communicating effectively with a wide variety of customers and agencies on highly technical parcel issues

     

    SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

     

    HOURS / DAYS: Monday through Friday, 8:00 AM to 4:30 PM. This position may be eligible for 1–2 days of remote work per week; however, work schedules and locations are subject to change based on departmental needs and are not guaranteed.

     

    ANTICIPATED HIRING RATE: $29.34 - $39.97 Hourly

    JOB SUMMARY

    The Principal Specialist for Property Records is responsible for processing highly technical real property transactions including splits, transfers, plats, and court orders; identifying ownership, encumbrances, creating parcels, and drawing legal descriptions.

    MINIMUM QUALIFICATIONS: This position requires a high school diploma or equivalent and four years of related progressively difficult property records work experience A bachelor's degree in paralegal, real estate, or related field may substitute up to two years of the required experience; an associate's degree in paralegal, real estate or related field may substitute up to one year of required experience.

    DUTIES & RESPONSIBILITIES

    + Perform complex research; Identify owners and encumbrances.

    + Resolve existing title issues with stakeholders.

    + Accepts, processes, or rejects legal documents-based application of state statutes.

    + Review legal documents and analyze legal descriptions.

    + Decipher and draw out legal descriptions.

    + Examine surveys; determine gaps, overlaps and acreages prior to drafting accurate and detailed maps.

    + Process financial transactions, collect fees and funds and process payments.

    + Communicate accurate information to the public regarding laws, statutes, policies, and procedures; interpret County, State and Federal rules, regulations, statutes, and policies for customers.

    + Collects, enters, scans, proofs, edits, corrects and verifies data in computer systems.

    + Provide property records customer service.

    + Communicate with a wide variety of customers and agencies.

    + Resolve process issues.

    + Answer complex questions.

    + Serve as a lead worker for the Property Records Division.

    + Assist in establishing and implementing division policies and procedures, performance standards and staffing assignments.

    + Test new procedures and technologies prior to implementation by others.

    + Delegate work assignments and give work direction to staff.

    + Train staff.

    + Assist staff with complex work.

    + Approve work completed by division staff.

     

    Performs other duties as assigned.

    WORK ENVIRONMENT

    Work is sedentary in nature performed within the Government Center or satellite offices. Lifting requirement of 15-20 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, copy, microficheand fax machine, and dicta phone.
