Job Description

- Lead Project Delivery: Manage end-to-end execution of large-scale HHS technology modernization projects using Salesforce, overseeing scope, budget, schedule, quality, risk, and stakeholder communications for programs exceeding $30M.

- Client & Stakeholder Engagement: Partner with public sector clients, state agencies, and internal teams to align business goals with technical solutions, ensuring compliance with federal and state regulations, including APD processes and funding requirements.

- Salesforce Program Oversight: Direct the configuration, customization, and integration of Salesforce solutions, collaborating with architects and developers to ensure scalability, security, and alignment with HHS program needs.

- Performance Monitoring & Reporting: Track key performance indicators, generate executive-level reports, and provide strategic insights to drive continuous improvement and informed decision-making.

- Business Development Support: Contribute to pre-sales efforts, proposal development, and client presentations for HHS opportunities (e.g., CCWIS, Child Support), shaping solution strategies and delivery models in collaboration with account teams and SMEs.

Skills and Requirements

- Project Leadership Experience: 8+ years of project management experience leading large-scale technology programs, including 3+ years working with HHS programs such as Medicaid, SNAP, TANF, Child Welfare, or Child Support.

- Salesforce & Public Sector Expertise: 2+ years of experience delivering Salesforce-based systems in the public sector, with a strong understanding of platform capabilities and implementation best practices.

- Government Program Delivery: Proven track record managing $20M+ government system implementation projects, with deep knowledge of procurement processes, RFP development, and federal funding structures (e.g., ACF, CMS).

- Proposal & Business Development: Experience contributing to orals, writing technical and management proposal sections, and supporting or leading proposal teams for public sector opportunities.

- Certifications & Methodologies: PMP certification (or equivalent) required; familiarity with Agile, SAFe, or hybrid delivery methodologies; Salesforce certifications (e.g., Administrator, App Builder) preferred.

- Communication & Regulatory Knowledge: Excellent communication, leadership, and relationship-building skills, with working knowledge of federal regulations such as FNS guidelines, ACF regulations, and APD approval processes.
