Job Description
The Technical Writer will play a critical role in supporting the Utility Relocation program by producing clear, accurate, and compliant documentation related to land rights, utility coordination, and project execution. This role requires close collaboration with ROW agents, project managers, utility companies, and legal teams to ensure all written materials meet regulatory standards and internal quality benchmarks.
Key Responsibilities
Draft and edit technical documents including relocation plans, cost breakdowns, scopes of work, and contract exhibits (e.g., Exhibit 1A, CWAs). [CWA - Util...09.23.2025], [Exhibit 1A...and Rights]
Translate complex engineering and legal concepts into accessible language for stakeholders across PG&E, Jacobs, and Insight Global. [FW: Connec...n Proposal]
Maintain consistency and clarity across all documentation, ensuring alignment with Design Manual 5 and Utility Relocation Management System (URMS) standards. [careers.em...ent.pa.gov], [simplyhired.com]
Collaborate with ROW agents and land rights specialists to capture field insights, permitting requirements, and property impacts.
Support the development of training materials and onboarding guides for new team members.
Track revisions and version control across multiple stakeholders and platforms.
Assist in preparing documentation for legal review, cost sharing agreements, and reimbursement packages.

Skills and Requirements
Bachelor’s degree in English, Communications, Engineering, or related field.
3+ years of experience in technical writing, preferably in utilities, infrastructure, or land rights.
Familiarity with utility relocation processes, right-of-way (ROW) documentation, and permitting workflows.
Proficiency in Microsoft Word, Excel, and document management systems.
Strong attention to detail and ability to manage multiple projects simultaneously.
Excellent written and verbal communication skills. Experience working with PG&E, Jacobs Engineering, or similar utility partners.
Knowledge of Subsurface Utility Engineering (SUE) evaluations and URMS. [careers.em...ent.pa.gov]
Prior exposure to ROW acquisition, land use permitting, or environmental documentation.
