Responsibilities Leads the team in distributing and balancing workload and tasks in accordance with established workflow, skill level, and/or occupational specialization. Supports the software development lifecycle by leading team members through all required tasks and completing all assigned configuration management duties for successful system releases. Responsible for project oversight (workload, requirements, timetables, and expertise) of larger scale reviews, systems changes, testing and implementation. Serves as a senior specialist with responsibility for operation of one or more critical financial systems, identifying problems, enhancements, and system changes. Prepares System Change Requests and develops documentation required for configuration control board/configuration management information system overview. Researches, analyzes, and resolves daily system problems related to system interface, database management, and processing cycles. Oversees the testing of system changes and monitors the implementation of enhancements or new products. Provides technical advice in determining the extent of the system problem, potential solutions, and required action for resolution. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying financial management methods, practices, and principles in implementing process improvements relative to accounting and financial systems; evaluating and interpreting financial policies, regulations, legislation and statutes to ensure financial or accounting system compliance with those directives; providing technical support for financial/accounting systems by planning, testing, revising, implementing, and maintaining the systems. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
