Summary Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities. Responsibilities This position is located in the Trust Fund Department of a Federal Bureau of Prisons (BOP) correctional facility. Responsible for the implementation, administration, and coordination of Trust Fund programs and operations at the facility. Primary duties encompass: Commissary services, Inmate Telephone services, Trust Fund Limited Inmate Computer System (TRULINCS) services, Inmate Deposit Fund services, Institution Warehouse services and Institution Laundry and Clothing Issue services. Charged with development, implementation, support, maintenance and training for Trust Fund programs and operational areas, as well as for those areas outside the Trust Fund Department which benefit from the TRUNET system and its related applications. Responsible for the TRUNET and TRULINCS Trust Fund systems and their associated applications. Responsible for the administration, maintenance, and workflow in regard to budget, accounting, and procurement-related functions within the Trust Fund Department, including six cost centers. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staffs correctional responsibilities precede all others required by this position and are performed on regular and recurring basis. Career Transition Programs (CTAP): These programs apply to Federal and/or DOJ employees who meet the definition of surplus or displaced from a position in the competitive service. To receive selection priority for this position, you must: 1. Meet CTAP eligibility criteria; 2. Be rated well-qualified for the position with a score of 85 or above based on scoring at least half of the total possible points for the vacancy KSAs or competencies; and 3. NOTE: Applicants claiming CTAP/ICTAP eligibility must complete all assessment questions to be rated under the established ranking criteria. Qualifications To be considered for the position, you must meet the following qualification requirements: Education: GL-05: 4-year course of study leading to a bachelor’s degree. GL-07: One full year of graduate level education or superior academic achievement. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Experience: GL-05: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-04. Some examples of this qualifying experience are: Experience in planning and organizing work. Experience in organizing the workflow of clerical and administrative support functions. Experience in maintaining documentation/files, maintaining spreadsheet data, data entry, organizing files, utilizing basic office equipment, and printing reports. GL-07: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GL-07: Experience in working and operating Trust Fund network systems and associated applications, TRULINCS, TRUFACS, TRUNET, TRUWEB, TRUFONE, TRUPAID, etc. Experience in interpreting and applying policies and procedures in accounting. Experience using fundamental accounting principles. Experience in performing financial management administrative functions such as budgeting, accounting and procurement related functions. Experience in using automated financial systems and reviewing and analyzing financial records. OR Combination of Education and Experience: GL-05, GL-07: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for the GL-09 grade level. If applicable, credit will be given for paid and unpaid experience. Additional Information In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. The representative rate for this position is $69,259 per annum ($33.19 per hour). Special Conditions of Employment Section: Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks. All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm. The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70-minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees. Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required. Exceptions may apply. See 5 CFR part 11. THIS IS AN UPWARD MOBILITY POSITION. Permanent employees with one year of BOP service in a single increment series GS-01 through GS-08 position. Any Federal Wage System employee may also participate provided they have completed one year of BOP service. Supervisory employees may not be included in formal upward mobility programs unless they are in a single increment series position below the GS-09 level. Pay retention is mandatory for any employee receiving pay higher than the maximum rate of the grade in which he or she is placed under a formal upward mobility program if the general requirements for program participation are met.
