Visit www.atf.gov Responsibilities The position of Deputy Chief Counsel for ATF, Office of the Chief Counsel, is located at ATF HQ, Washington D.C. This position supports the mission of the Office of Chief Counsel and the Chief Counsel. As Deputy Chief Counsel, incumbent shares responsibility with the Chief Counsel for the management of the Office of the Chief Counsel, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), including the Associate Chief Counsels and the attorneys and staffs of all Headquarters Divisions and Field Regions. The Deputy Chief Counsel works closely with the Chief Counsel in the execution of their responsibilities. He/she participates in: Rendering of legal advice and counsel to the Director, ATF and top officials; Furnishing of legal opinions and assistance to the Director in preparation and review of rulings, memoranda of technical advice and procedures, and other proposed publications for release with respect to the laws administered by the Bureau; Preparation, review, or assistance in the preparation of proposed legislation, regulations and executive orders relating to the laws administered by the Bureau; Determination of what civil action should be brought in the courts under the laws administered by the Bureau and the preparation of recommendations to the Department of Justice for the commencement of such actions and fro the authorization or sanctioning of the commencement of such actions; Making of recommendations to the Department of Justice for the prosecution of cases referred to the Chief Counsel's office by the Director; Determination of how actions brought in the courts against the Government or officers or employees thereof should be conducted; Determination of which courts decisions should be appealed or further reviewed; and for assisting in the conduct of litigation in the courts, both civil and criminal. In addition, incumbent is charged with the primary responsibility for coordinating and supervising the work of the Associate Chief Counsels in the Field Offices and the Headquarters Legal Divisions and the Senior Policy Counsel. Requirements Conditions of Employment 1. You must be a United States Citizen or National. 2. Veterans' preference is not applicable to the Senior Executive Service. 3. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file. 4. You will be required to complete a pre-employment security investigation and background check for the security level designated for this position. 5. You may also be subject to post-employment conflict of interest restrictions under 18 USC 207 (c). 6. You will be required to undergo a drug screening and obtain favorable results prior to being appointed. 7. You may be subject to a one-year probationary period effective from the date in which you are appointed. 8. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines. 9. You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications. You must possess a J.D. degree from a law school accredited by the American Bar Association and be a member in good standing of the bar (any jurisdiction). Failure to meet these qualification requirements and all executive and technical qualifications for the position, by the closing date of this announcement, automatically disqualifies an applicant. For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application. MTQ1: Demonstrates experience and expertise in interpreting Federal statutes and rendering authoritative opinions on a wide variety of complex legal issues. MTQ2: Demonstrates broad management experience in planning, developing, administering, and directing an organization, including overall responsibility for short and long range program planning, and allocation of human and material resources, development of operational guidelines and policies, and creation of new methods and measures to solve complex management problems. MTQ3: Demonstrates experience in oral and written communications involving extremely sensitive and controversial issues to a wide variety of audiences, such as the organization head and Executive Staff members, Members of Congress and their staffs, counterparts in other agencies, Departmental officials, and industry groups. MTQ4: Demonstrates experience and a broad understanding of all aspects of civil, criminal and administrative litigation.
