The Small Agency Resource Team (SmART) manages and provides enterprise strategic direction and coordination on all aspects of the SmART Program to improve efficiency and effectiveness of small agencies. These small agencies are characterized as non-cabinet agencies that play a unique role in engaging with communities and advocates across a wide spectrum of issues, forging crucial connections between constituents and state government, and vice versa. They range in size from one (1) to two (2) full-time staff to more than 40 team members.
As defined by statute, Minn. Stat. § 16B3.71 , the Department of Administration provides accounting, budgeting, and human resources (HR) services to these small agencies, boards, and councils through the SmART Program. By providing these administrative services, it allows these small agencies to focus their most vital resources on their core business functions.
We are seeking an Accounting Officer Senior to provide a full range of accounting services to state agencies, boards, and councils who contract services through the SmART Program. These services include preparing biennial and annual budgets; accounts receivable tracking and reporting; systems support; grants management; and financial reporting, including standard, customized and ad hoc financial documents and/or statements.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
+ Two (2) years of accounting, financial management, or closely related experience.
+ An Associate's degree in accounting, finance, or related field may be substituted for six (6) months of experience as described.
+ A Bachelor's degree as specified above may be substituted for one (1) year of experience as described.
+ Experience preparing and interpreting complex financial documents and/or statements in accordance with Generally Accepted Accounting Principles (GAAP) and other applicable statutes, rules, regulations, policies, and procedures.
+ Experience working with the State’s accounting system (SWIFT) or similar accounting system
+ Expertise in Excel spreadsheet software to create and run reports and create pivot tables.
+ Effective communication skills to present financial information to groups in a manner that can be understood by non-technical individuals.
+ Problem-solving and organizational/planning skills necessary to independently complete assignments within established time frames with minimal supervision.
+ Strong attention to detail and high degree of accuracy working with numbers and crucial recordkeeping on a daily basis.
Preferred Qualifications
+ An Associate's degree or higher in accounting, finance, or closely related field.
+ Professional accounting experience in government (state, federal, and/or tribal).
+ Experience working in SharePoint.
+ Experience working with Crystal Reports and OBIEE.
+ Experience in State fiscal systems such as SWIFT, SEMA4, or other comparable systems.
+ Possess a high level of customer service to leadership and staff in providing expertise and support.
+ Ability to work in a high volume and fast-paced environment with frequently shifting priorities.
Additional Requirements
