    Job Description

    The Management Services Department supports public housing operations by overseeing lease enforcement activities and leading the implementation of key initiatives aimed at enhancing service delivery and strengthening NYCHA’s effectiveness as a landlord. The department is also responsible for the development and implementation of operational policies. The Assistant Director for Public Housing Management Services plays a critical leadership role in assessing, improving, and implementing policies and procedures related to tenancy administration at NYCHA.

     

    Reporting to the Vice President, this role is responsible for overseeing a team focused on operational policy analysis, regulatory compliance, process improvement, and strategic project execution. The Assistant Director will collaborate with internal departments and external partners to enhance service delivery, align operations with HUD requirements, and support long-term organizational goals.

    The Assistant Director will be responsible for the following:

    Team Leadership & Supervision

     

    - Supervise and mentor a team of 6-8 Program/Senior Program Managers responsible for operational policy development, HUD compliance analysis, and implementation of cross-functional projects.

     

    - Provide guidance on evaluating and developing tenancy administration policies, interpreting HUD regulations (e.g., 24 CFR, PIH Notices), and aligning operations with current requirements.

     

    - Review and approve documentation such as policy memos, workflows, risk assessments, and internal communications.

     

    - Ensure staff member’s effective collaboration with departments including Property Management, IT, Legal, and others to support policy adoption and system enhancements.

     

    - Monitor project progress, provide coaching and feedback, and support professional development.

     

    Operational Policy Analysis & Development

     

    - Oversee assessments of existing public housing management policies, procedures, and workflows, particularly those related to tenancy administration.

     

    - Recommend policy and operational changes that improve efficiency, effectiveness, and compliance.

     

    - Ensure that policies and procedures are aligned with current HUD, state, and local regulations.

     

    HUD Policy Analysis & Compliance Oversight

     

    - Interpret HUD guidance, including CFRs, PIH Notices, and handbooks, and apply it to NYCHA’s tenancy and property management practices.

     

    - Identify regulatory gaps and risks and assess the operational impact of federal policy changes.

     

    Cross-Functional Collaboration

     

    - Coordinate with key stakeholders across departments to ensure broad input and smooth implementation of operational policy and process changes.

     

    - Serve as a subject matter expert on NYCHA and HUD policies during interdepartmental initiatives.

     

    Project Management & Implementation Support

     

    - Lead or support initiatives related to policy rollouts, HUD compliance, and operational enhancements.

     

    - Conduct research, site visits, and data analysis to support project planning and execution.

     

    Business Process Improvement

     

    - Oversee the development of documentation, including business process maps, risk assessments, and business cases, to support continuous improvement and policy implementation.

     

    Strategic Planning & Execution

     

    - Support departmental leadership in planning and executing operational initiatives that align with NYCHA’s strategic goals.

     

    - Assist in the implementation of major HUD-driven programs.

     

    Issue & Risk Management

     

    - Identify, escalate, and help resolve issues related to policy implementation.

     

    - Contribute to the development and monitoring of risk mitigation strategies.

     

    Training & Change Management

     

    - Oversee the development of training materials, job aids, and workshops to support front-line staff.

     

    - Collaborate with Learning & Development to deliver training aligned with policy changes.

     

    System & Software Support

     

    - Oversee the support system enhancement and software testing and validation related to tenancy operations, ensuring alignment with policy changes.

     

    Internal Communications

     

    - Review or develop policy memos, internal communications, operational updates, and training campaigns to ensure consistent and accurate messaging across the organization.

    Additional Duties

    - Perform other duties and special projects assigned in support of departmental and organizational objectives.

    ADMINISTRATIVE REAL PROPERTY M - 1004D

    Qualifications

    1. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work. "Progressively responsible experience" must be demonstrated by a work history of promotions and/or assumption of increasingly responsible duties and assignments. Experience in building construction or renovation; management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management in connection with housing or with reconstruction/rehabilitation projects; supervision of receivership, tenant relocation and anti-abandonment work in housing and other properties, and buildings owned, managed, to be acquired by the City, or at risk of being abandoned; or building maintenance will be accepted up to a maximum of three years toward meeting the general requirements; or

    2. A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity; or

    3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have eighteen months of managerial experience. Education at an accredited college or university may be substituted for general work experience (but not for the 18 months of managerial experience described above) at the rate of 60 college semester credits for one year of acceptable experience up to a maximum of 4 years of college for 2 years of experience.

     

    To be acceptable, experience in property management must have included both renting and operating the managed properties. Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy. Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.

     

    To be acceptable, experience in site management must have included on-site rental and maintenance of buildings.

     

    To be acceptable, experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative site, and determining tenant eligibility for benefits.
