Position Overview:
The Energy Compliance and Production Administrator is responsible for ensuring that all energy program operations adhere to state, federal, and contractual requirements while maintaining high standards of production and service delivery. This position oversees compliance processes, supervises program staff, monitors performance metrics, supports audit readiness, and collaborates with fiscal and program teams to ensure that production goals align with funding and regulatory expectations.
Essential Duties and Responsibilities:
+ Provide direct supervision to energy program staff, including recruitment, hiring, evaluations, goal development, and assignment of work tasks.
+ Ensure all staff receive necessary training and professional development to meet program and compliance standards.
+ Collaborate with senior leadership to develop and meet production goals while maintaining compliance and operational efficiency.
+ Develop, monitor, and manage program budgets in partnership with fiscal and leadership teams.
+ Utilize appropriate tools such as EOHLC HEAP Administration Guidance, HEARTWAP Administrative Guidance, programmatic SOPs and systems to accurately respond to inquiries.
+ Follow program guidelines for the use of all required database systems: Monday.com, CMS, CSG eConservation, HEARTWAP and LIHEAP, InDemand, etc.
+ Ensure compliance with funder performance standards and contractual requirements from EOHLC, utility companies, and other funding sources.
+ Maintain all required literature, product information, and funder contracts to ensure accuracy and accessibility.
+ Prepare for funder monitoring visits, develop corrective action responses, and implement process improvements as needed.
+ Manage WAP audits and perform in-progress and final inspections of contractor work; conduct HWAP quality control checks as required.
+ Gather pertinent information and documentation to ascertain client eligibility for energy programs.
+ Utilize agency’s referral data system(s) to provide comprehensive screening, information, and to initiate and track referrals and progress.
+ Communicate effectively and professionally with applicants, vendors, contractors and agency personnel.
+ Oversee processing of billings and all required reports for utility companies and funding sources.
+ Determine job costing between funding sources to maximize leveraging opportunities.
+ Monitor and maintain controls over WX inventory and materials.
+ Maintain organized participant files in accordance with program guidelines to ensure compliance with agency and funder requirements
+ Work as a team with Energy Services and HEAP program staff to support, enhance, and promote communication and consistency in the delivery of services.
+ Maintain records; assist in preparing reports and processing approval applications for payment.
+ Encourage and organize community participation in the program, drive to offsite locations for community outreach, and represent and speak on behalf of the program before community groups.
+ Attend all required staff meetings, supervision, training, and contractual meetings.
+ Attend mandatory agency training, professional development activities and other relevant trainings.
+ Maintain strictest confidentiality.
Required Qualifications and Skills:
+ Bachelor’s degree in Energy conservation or relevant field (a combination of post secondary education and experience may substitute for a degree)
+ The ability to demonstrate tact and discretion in preparing, disclosing, and handling information of a confidential and sensitive nature
+ The ability to prioritize competing projects with excellent organizational skills and attention to detail
+ Excellent interpersonal and customer service skills.
+ Strong analytical and problem-solving abilities
+ Excellent verbal and written communication skills
+ Excellent organizational skills and attention to detail.
+ Advanced proficiency in Microsoft Office Suite
+ Previous roles in customer service or administrative support desired
+ Bilingual English/Spanish preferred
+ Valid driver’s license with reliable transportation
Physical Requirements:
+ Prolonged periods of sitting at a desk and working on a computer.
+ Must be able to lift up to 15 pounds at times.

Compensation:
A salary within the range of $78,200 to $105,800 per year will be provided to the successful candidate having met the minimum requirements for the position consistent with the MOC compensation philosophy. The candidate’s exact placement will be determined based on factors consistent with MOC’s compensation framework. MOC offers a competitive benefits package including:
