Summary This position works as Supervisor over a Maintenance Unit in Engineering Service located on the campus of the James H. Quillen VA Medical Center, Mountain Home, TN Health Care System. The Maintenance Mechanic Supervisor functions as a first line supervisor and oversees the work-of journeyman level mechanics, technicians and craftsmen that function independently within their area of expertise in the repair of equipment and facilities at Mountain Home and in the Mountain Home catchment area. Responsibilities Duties include but not limited to: The incumbent troubleshoots and identifies necessary repairs on various building systems as necessary to maintain normal clinic operations. Serves as the first responder to calls from facility administration for engineering assistance after normal working hours. lndependently triages, troubleshoots, and repairs, or calls in additional resources. The incumbent supervises the operations within the Maintenance Unit. The incumbent provides general assignments to the work leader and the senior journeyman trade individuals within each of the work areas, who are then responsible for the accomplishment of the work with minimal oversight. involves only general review of work distribution to determine appropriate staffing within the work unit. Reviews work plans of journeyman staff for completeness and adherence to deadlines. Provides information to the Assistant Chief, Chief Engineer and other areas of medical center regarding maintenance activities. The incumbent prepares workload data such as PM data for Maintenance Unit to ensure compliance with Joint Commission requirements. Plan use of subordinate workers equipment, facilities, materials on a week-to week basis; Establish deadlines, priorities, and work sequences, and plan work assignments .based on general work schedules, methods, and policies set by higher level supervisors. Coordinate work with supporting or related work functions controlled by other supervisors; Determine the number and types of workers needed to accomplish specific projects. Redirect individual workers and resources to accomplish unanticipated work; Inform higher level supervisors of the need to revise work schedules and re estimate labor and other resources. Participate with their superiors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected work. Directs work of subordinates only in circumstances requiring special involvement. Typical work direction is only of a general nature allowing the journeyman mechanic to coordinate work activities with others. Investigates work related problems such as cost overruns or limited productivity and determine causes. Implement corrective actions within their authority to resolve work problems; and recommend solutions-to staffing problems, engineering requirements, and work operations directed by other supervisors. Ensures the administrative requirements are addressed for all subordinates. Develops internal procedure to allow subordinates to coordinate work schedules to ensure coverage for their area. Plan and establish overall leave schedule. Determine training needs of subordinates and arrange for its accomplishment, set performance standards, and make formal appraisals of subordinate work performance. The incumbent initiate recommendations for promotion or reassignment of subordinates. Incumbent supervises twenty or more subordinates of different trades/crafts. The incumbent performs at the equivalent level of a secondary supervisor, supervising the journeyman level mechanics only in the limited manner of interpreting complex questions related to the interactions between the work areas. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Interpret Instructions, Specifications, etc. (Includes Blueprint Reading) Ability to Lead or Supervise Knowledge of Equipment Assembly, Installation, and Repair, etc. Knowledge of Materials Technical Practices (Theoretical, Precise, Artistic) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Physical Requirements/Working Conditions: Uses moderate physical effort and exertion in the process of stacking, loading, unloading, moving, and carrying tools, equipment, and materials ranging in weight from 10 lbs. to 50 lbs. Occasionally stands, stoops, bends, kneels, and works in tiring. and uncomfortable positions. Independently lifts large bulky and hard to grasp objects weighing up to 50 pounds, or lifts heavier objects properly, with the assistance of other workers or lifting devices. Occasionally works in tight place or uncomfortable positions for extended periods. Works inside and outside and the jobs usually are dirty, dusty, and greasy. Occasionally performs work outside in bad weather and in work areas that are noisy. Occasionally performs work in unpleasant and disagreeable conditions. Occasionally works above ground level as well as underground in tunnels or in trenches. May be exposed to gases and fumes. Is frequently exposed to the possibility of abrasions, broken bones, burns, cuts, bruises, shocks and strains. May be exposed to metal cuttings from using drills, key cutting machines, and metal saws: Is exposed to the possibility of burns while using welding torches and soldering irons. Wears protective equipment such as goggles, safety glasses, welder's helmet, apron, gloves and safety shoes. May be required to wear uncomfortable protective clothing and equipment.
