    Summary This position is in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO) with the incumbent serving as an Inventory Management Specialist and reporting to the CFO. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, as the integration of VHA and industry best practices. Responsibilities The incumbent serves as an Inventory Management Specialist and is responsible for inventory management of all CPAC supplies and equipment. Performs specialized supply functions and related activities to carry out CPAC operations. The primary purpose of the position is to coordinate, plan, perform, and provide advice and recommendations on conventional inventory management activities for a single CPAC. Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over supplies and equipment. Determines, regulates, and controls the level or flow of expendable /non-expendable supplies or class of material. Computes requirements for assigned items by using the Generic Inventory Package in VistA, or other VA approved system. Makes determinations to increase or decrease stock levels based on usage and analyzing customer needs with trends over time to ensure appropriate on-hand inventory. Serves as a Contracting Officer's Representative (COR) and Government Purchase Card (GPC) holder. Resolves problems in flow of stock to support new or unique equipment. Prepares recommendations for procurement of office equipment, services, material, and supplies and is the local CPAC's technical expert responsible for procurement activity. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS-09 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization Examples of specialized experience include: 1) Resolves problems in flow of stock to support new or unique equipment. 2) Maintains and arranges storage areas in accordance with warehouse plans, safety procedures and the automated equipment and warehouse material movement vehicles. 3) Provides the customer with consistent information according to established policies and procedures. 4) Interrogates databases to obtain adequate and pertinent data to base decisions on item descriptions and end item applications. 5) Identifies and resolves delinquency in availability of key items. OR, GS-09 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-09 Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Inventory Management Specialist position, which may be substituted to meet the experience requirements for the GS-09 position? Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. For GS-11 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: 1) Assists in requesting purchase orders. 2) Manages inventory for specialized or technical equipment. 3) Maintains appropriate receipt records and supporting documentation. 4) Prepares recommendations for procurement of equipment and material. 5) Resolves fluctuations in rates of usage, availability from established suppliers, changes in provisioning requirements or other similar factors for a complete category of technical equipment and expendable supplies. OR, GS-11 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related?
