Summary This position functions as the Maintenance and Operations Supervisor. The incumbent exercises technical and administrative supervision over subordinate workers through two subordinate supervisors in accomplishing trades and labor work. Primary work is the oversight of the work order and preventative maintenance programs. Responsibilities Major duties: Provides second level supervision to the Boiler Plant, Carpentry, Electricians, HVAC, Painting, Locksmith, Pipefitters, and Plumbing units, and first level supervision to the Maintenance Helpers in the Maintenance Support Section. Long-range planning related to maintenance and operation of all buildings and building service equipment under the purview of the units supervised. Projects necessary service and maintenance contracts and submits requests to ensure continued coverage upon warranty expiration or other determined need. Assesses needs for acquisition of hand tools and equipment for the various shop units. Provides information on feasibility of work assignments as scheduled, budget estimates, and workload data to assist in developing or reviewing proposed long-range schedules and work requirements. Ensures a balanced workload between subordinate work groups and individuals by shifting assignments, workers, and other resources to achieve the most effective work operations. Provides technical direction and/or help in accomplishing difficult work steps and processes. Analyzes the benefits and costs of accomplishing work in-house versus contracting. Responsible for execution or delegation of planning, estimating, submitting, and oversight of all service and maintenance contracts related to work units supervised. Provides input in the development of construction projects. Coordinates reviewing of all drawings and specifications with appropriate shop supervisors and employees on all construction projects executed through the project section. Plans for scheduled preventative maintenance inspections (PMI) for building service equipment and building systems and infrastructure under purview of units supervised. Reviews annual shop allocation expenditures and makes recommendations for budgetary needs for the upcoming fiscal year to the facilities service line management. Identifies and requests necessary supplies, materials, and equipment, to accomplish work without delay. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Effort: Position requires walking, standing, bending, sitting, crawling and climbing. Must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. Working Conditions: This position performs work in uncontrolled environments, basements, rooftops, mechanical rooms, and confined spaces. Occasionally is subject to uncomfortable and possible dangerous working conditions and exposure to loud noises, unpleasant odors, various degrees of light, and hazards normally encountered in the hospital trades including: burns, cuts, bruises, infections, electrical shock, strains, broken bones, slips, trips, falls, high heat, high humidity, loud noises, low light, bright light, infectious diseases, etc. The wear of appropriate & required personal protective equipment shall be worn as necessary to accomplish assigned tasks in a safe manner.
