    Summary The Birmingham, Alabama VA Medical Center is seeking a full-time Maintenance and Operations (M&O) Supervisor in the Operations Section of Engineering Service. This is a working foreman position. Responsibilities The M&O Supervisor plans, directs, and supervises the work of HVAC, Plumbing, and Engineer On Duty staff on a daily basis, to include operation and maintenance of the Building Automation System (BAS), utility and building systems including domestic and sanitary water, HVAC, electrical, plumbing, steam, medical gas, fire alarm and structural systems associated with the Medical Center and associated facilities. Duties include, but are not limited to: Determining personnel, materials, equipment and facilities needed to accomplish the work of the section. Maintaining a balanced workload among subordinate units through proper distribution of work projects. Planning, scheduling, and prioritizing work assignments. Making recommendations for short range, organizational and operational improvements. Direct supervision of workers in multiple skilled trades (electrical, HVAC, plumbing, maintenance mechanics, etc.). Direct responsibility for all personnel and administrative matters involving the Operations Section including development of performance standards; conducting mid-year and annual performance reviews; development of training plans; disciplinary actions; certification of time and attendance records. Review and general supervision of a complete, planned operations program for the Medical Center. Ensures deadlines and production schedules are met. Develops work standards, methods, and procedures using established National Codes, trade work practices, and VA standards as guidelines. Develops, implements, and/or modifies methods and procedures to ensure equipment operation and maintenance. Work Schedule: Monday through Friday, 7:00am to 15:30pm. work hours may change due to Agency need. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, without or without glasses. Occasionally lifts heavy loads, machinery parts, etc.. Must be able to climb/descend ladders and scaffolds. Incumbent is subject to all hazards inherent in the facility environment, for example: bums, cuts, bruises, sprains, falls, high heat, high humidity, etc.. Must be able to safely and correctly operate equipment· necessary to complete the duties of the position and demonstrate the knowledge ,and skills necessary to complete the duties of the position. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
