    Summary The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Portland VA Medical Center (PORVAMC) in the Health Medical Administration Department (HMAS) /Veterans Transportation Service. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Distributes workloads equitably among the clerks, checks status of work and makes necessary adjustments. Keeps the Supervisory staff aware of any backlogs or unusual problems and routinely provides reports of work accomplishment and productivity to the Supervisor. Assistant assists the supervisor with contacting the approving official to authorize obligations and requests for additions, deductions, and/or movement of funds. Shares the responsibility with the Supervisory Transportation Assistant for all beneficiary travel duties to include determining method of payment of authorized and unauthorized ambulance claims submitted for consideration. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records, forwards for supervisory approval, and submits all documents for payment utilizing the appropriate fund control point for reference. Responsible for the processing of Veteran claims reimbursements via paper submission and work towards increase efficiency and accuracy in claims processing, provide letters to noncompliant claims that include rejections codes. Responsible for forwarding all invoices certified for payment to Financial Resource Management Service (FRMS) for processing. Acts as liaison between vendors and FRMS for invoices pending payment. Responsible for explaining regulatory guidelines to beneficiaries for submitting any unauthorized ambulance claims to the VA Medical Center for consideration of payment. Corresponds with contracting officer regarding technical problems or negotiation of contractual agreement and responsible for balancing, reconciling, and adjusting invoices for payment. Assists with the arrangement for all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus, and/or contracted transport services. Reviews requests for reimbursement of travel costs for assuring compliance with regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization. Performs other related duties as assigned. Qualifications For GS-7: Possess at least one (1) year of specialized experience to perform the duties of this position. To be creditable, this experience must have been gained to at least the equivalent of the next lower grade level of (GS-6) in Federal service. Specialized experience is applying extensive transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems; using office automation and email system, MS Office, spreadsheets, and/or other equipment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Computer Skills Decision Making Technical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
