    Overview

     

    The City of Tigard’s Police Department is currently recruiting for a Community Service Officer to join their team.

     

    The Community Service Officer position plays a key role in supporting the City of Tigard’s efforts to address houselessness by partnering with other police officers, City staff and community based service providers to develop long-term solutions for unhoused community members.

    Examples of Duties

     

    + Build relationships with unhoused community members, connect them with services in partnership with local providers and participate in community meetings.

    + Monitor city encampments, engage unhoused individuals, provide targeted support and resources, and assist with required grant reporting.

    + Communicate effectively with the public in person and by phone, and independently prioritize daily tasks as a self-starter with limited direction.

    + Use unconventional tools and equipment, such as ATVs, e-bikes, and side-by-side UTVs, to access areas not reachable by larger vehicles or on foot.

    + Support the patrol division by performing a variety of complex non-sworn police duties.

    + Complete full training on all aspects of the Community Service Officer position, with a primary focus on houselessness outreach.

    Minimum Qualifications

    EDUCATION AND TRAINING:

    Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

     

    + Completion of high school or GED; and

    + One (1) year of experience in a community safety, basic law enforcement or code enforcement environment.

    REQUIREMENTS:

    + Must be a US citizen

    + Must be 21 years or older at time of hire

    + Possess a valid Oregon/Washington driver’s license

    + Ability to work all shifts, including swing, nights, weekends, holidays on a rotating basis

    + Must be able to read and write the English language

    + Bi-lingual skills (English/Spanish) preferred

     

    Applicants must have the ability to learn and apply laws, statutes, regulations, ordinances and procedures; ability to operate a motor vehicle and assigned equipment skillfully, safely and in conformance with applicable laws and department policies; ability to prepare accurate, concise, informative and grammatically correct reports and documents; ability to understand and act upon complex oral and written instructions; ability to deal courteously and firmly with the public, other agencies and all levels of City staff.

    HIRING PROCESS:

    + Applications will be carefully reviewed and evaluated to determine which candidates best meet the qualifications and requirements of the position

    + Candidates will receive an email to schedule an in-person panel interview called an Oral Board

    + Background Investigation (detailed and time-intensive process that can take weeks to months to complete)

    + Interview with the Chief of Police

    Upon a conditional job offer, you will be required to undergo:

    OTHER INFORMATION:

    + This is a limited-duration, grant funded Community Service Officer position with funding currently expected to end on June 30, 2027. Additional funding may be allocated to extend the position beyond the specified end date based on available resources and departmental needs.

    + The initial scheduled assignment is anticipated to be Monday through Friday, from 7:00 a.m. to 3:00 p.m. However, this schedule may change based on the needs of the department and in accordance with the provisions of the Collective Bargaining Agreement.

    + This is an unarmed uniformed position which includes a ballistic vest and duty belt.
