Description
Coordinate the implementation of district plans, operations and services under the administration and responsibility of the Community Services Department. Provide prompt, courteous and effective customer service to stakeholders, citizens and visitors while also implementing and enforcing district policies, procedures and activities. Work to enforce City ordinances in efforts to improve the overall condition of the district area/City and enhance neighborhood integrity.
Principal Duties
+ Direct the activities of the crew on assigned shift and provide support to the Northgate District Supervisor in monitoring and evaluating employee performance.
+ Perform parking operations within the district, to include but not limited to completing monetary and financial functions, staffing pay stations and gates to ensure the proper and safe flow of customers and vehicles, conducting garage and other parking asset services and general maintenance, etc.
+ Perform parking enforcement through actively working to resolve unsafe and/or illegal parking situations in the district and city. Issue citations and cause the removal of illegally parked vehicles in response to parking and other ordinance violations, if necessary or required.
+ Coordinate and monitor the efforts of District Enforcement Specialists in performing district services, to include but not limited to refuse collection and management, upkeep of common areas, pressure washing, performing minor horticulture work, vandalism response and control, graffiti identification and removal, aiding in the identification and removal of district nuisances and monitoring and addressing other needs as identified.
+ Participate in code compliance duties within the Northgate district to ensure compliance with municipal ordinances and state and federal regulations, to include inspecting, monitoring, and investigating residential and commercial premises; identifying code violations and determining necessary steps for compliance; communicating action required to violators and issuing notices and citations as required. Develop and maintain records of violations and investigations. Solicit and follow direction from Code Enforcement Supervisor regarding as needed.
+ Plan, coordinate and oversee the production and implementation of special events in the district, to include but not limited to vendor relations, entertainment coordination, event operations, and site preparation. Implement event and entertainment district pedestrian safety-related traffic control measures entailing the following: setting up cone/barrel transitioning lanes and warning signs, closing streets, and bollard/barricade management, all of which may include performing work on high volume and/or high-speed roadways.
+ Coordinate, assist and communicate with various district stakeholders, including other municipal departments, to implement respective activities and efforts. Interact with and assist citizens and visitors, including responding to questions and receiving feedback regarding district assets, operations and policies.
+ Train, mentor, coach, monitor, and coordinate the activities of assigned staff in the disciplines of parking operations, parking and code enforcement, special events and general maintenance throughout the district.
+ Perform other duties as assigned and/or directed.
Qualifications
Required:
High School Diploma or GED and two (2) years of related experience, to include (1) one year leadership experience or equivalent combination of education and experience in a related field. Valid Texas Driver’s License. Registered Code Enforcement Certification (required for internal promotion; external hire will be allowed 12 months from date of hire to obtain). Knowledge of hazards and safety precautions. Knowledge of the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Excellent oral and written communication skills. Ability to work Texas A&M University home football games and other special events as identified. Ability to work night shifts. Willingness and availability to work rotation schedule for on-call and standby after hour support, which may include evenings, weekends and holidays.

• Work is performed both indoors (parking garage area) and outdoors with exposure to various weather conditions. May be exposed to potentially hazardous conditions, noise and unpleasant weather conditions. Position involves frequent bending, standing, kneeling, reaching below and above shoulders, and requires moderate to heavy physical exertion and the necessary physical strength/ability/dexterity to carry, push or pull lifting objects weighing up to 75 lbs. Wrist, hand and finger dexterity is required to operate various equipment and materials.
• Assigned work shift may include weekends, holidays and nights.
General hours of work are: Thursday, Friday and Saturday from 5:00 pm to 4:30 am, Sunday - Wednesday, 3:30 pm to 2:30am. This position would be eligible for $0.50/HR shift differential and on-call pay. This positions requires individuals to go on-call (rotation schedule).
