Job Summary:
Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental, or traffic. May also serve as a lead worker providing training to lower-level staff.
Primary Duties & Responsibilities:
• Under limited supervision at an advanced working level, independently utilizes Geographic Information System (GIS) technologies to create, edit, analyze, and manage spatial data for reporting and decision making.
• Supervises trains and coaches lower-level analysts, conducts needs assessments, database design, and workflow development.
• Assists in reviewing and monitoring office related research efforts.
• Assimilates data required for research efforts both internal and external.
• Assembles data, including maps, for pavement condition data collection efforts.
• Creates ad hoc maps as requested and required for performance of daily tasks.
Entry Qualifications:
• Bachelor's degree in a related field AND One year of related experience
• OR Associate's degree in a related field from an accredited college or university AND Two years of related experience
• OR One year of experience at position equivalent.
Agency Specific Qualifications:
• Bachelor’s degree in GIS, Geography, Computer Science, Planning, Transportation Engineering, or related discipline.
• Prior supervisory experience.
• Experience in the use of GIS software, specifically the ESRI ArcGIS Suite.
• Experience with MS Office Suite.
• Knowledge of equipment and hardware/software used to collect and process data, preferably transportation data
• Four years of experience in ESRI ArcGIS
• Experience using ESRI analysis tools including linear referencing toolbox, statistical analysis tools, table analysis and data management tools.
• Experience with relational databases
• Experience/understanding of:
FHWA's Traffic Monitoring Guide,
FHWA’s Highway Performance Monitoring System,
FHWA’s Highway Functional Classification Concepts, Criteria and Procedures
• Experience reviewing research papers.
• Knowledge of policy and procedures governing data collection technologies, data collection, coding requirements, and reporting procedures preferably in transportation data.
• Ability to read, interpret, and explain technical journals/manuals.
• Ability to identify and solve situational, intellectual, and mathematical problems.
• Ability to effectively communicate, both in writing and verbally, ideas and facts to groups and individuals.
• Experience working with educators, researchers, and engineers in a cooperative manner.
• Experience with/Knowledge of transportation related data collection technology such as:
WIM (weigh in motion) technology
Laser profilers
LiDAR (Light distancing and ranging) e.g., terrestrial and/or airborne
Orthophotography
• Advanced skills in MS Excel as demonstrated by knowledge and use of:
Pivot Tables,
Nested “if” statements,
VLOOKUP.
• Experience providing instruction/on-the-job training to staff.
• Experience setting priorities and determining strategies to achieve set goals and objectives.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
