    Job Title: Clinical Manager- Office of Children, Young Adults, and Families- Atlanta

     

    Pay Grade: L

     

    Workplace: Hybrid- 1 to 2 days per week in office

     

    Travel: Roughly 25% Statewide

    Job Summary:

    Key Responsibilities:

    • Develop, manage, and monitor contracts for state-funded crisis services, including performance metrics, deliverables, and vendor communications.

    • Provide clinical and operational oversight for Georgia’s child and adolescent behavioral health crisis continuum, including:

    o Child and Adolescent Crisis Stabilization Units (CSUs)

    o Private hospital contracts delivering inpatient crisis services for children and adolescents

    • Collaborate with internal and external partners to support interagency coordination and ensure quality of care across systems, including:

    o DBHDD Divisions (Behavioral Health, Developmental Disabilities, Crisis Coordination)

    o Department of Community Health (DCH)

    o Care Management Organizations (CMOs)

    o Department of Family and Children Services (DFCS)

    o Department of Juvenile Justice (DJJ)

    o Community Service Boards and residential providers

    • Lead and participate in clinical decision-making and care coordination for high-acuity and escalated youth cases, including those with co-occurring autism spectrum disorder and behavioral health conditions.

    • Provide technical assistance and consultation to providers, DBHDD regional staff, families, and system partners to support crisis service delivery and resolution of complex cases.

    • Serve as a liaison to external stakeholders, including emergency departments at Children’s Healthcare of Atlanta and other hospital systems.

    • Represent the Office of Children, Young Adults, and Families (OCYF) in state-level collaborations and cross-agency clinical consultations.

    • Support policy development, program improvement, and quality assurance efforts related to crisis services.

    • Contribute to training initiatives, strategic planning, and statewide policy recommendations that strengthen the behavioral health crisis response system for youth.

    • Serves as a representative of Placement Support team and/or OCYF as designated

    Required Skills & Qualifications:

    • In-depth knowledge of Georgia’s behavioral health system and crisis services for children and adolescents

    • Experience in contract management, interagency collaboration, and provider engagement

    • Exceptional verbal and written communication skills, including public speaking and group facilitation

    • Proven ability to manage complex projects, draft reports, and navigate policy and quality improvement processes

    • Strong critical thinking, time management, and problem-solving skills

    • Ability to work both independently and collaboratively with multidisciplinary teams and external partners

    • Demonstrates leadership skills in responding to urgent, high-acuity, or cross-system youth cases

    Preferred Qualifications:

    + Licensed clinical professional (LCSW, LPC, LMFT, BCBA)

    + Experience working with youth diagnosed with Autism Spectrum Disorder (ASD), dual diagnoses, and their families.

    + Experience working at a state or regional level in public behavioral health or children’s services.

    + Familiarity with DBHDD’s CMA contract system, GCAL, and the children’s crisis continuum.

    + Expertise in behavioral health and autism co-occurring care coordination.

    High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and four (4) years of job-related experience, which includes one (1) year in a lead worker, team leader or supervisory role; or two (2) year's experience required at the lower level Planner3 (GSP052) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
