Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

JOB SUMMARY:
Responsible to manage and coordinate the work of Communication Forces in various aspects of Communication construction, including installation & repair of all communication facilities, including ROW Telecommunications and Signal Infrastructure. Position will be accountable to prepare schedules, schedule work forces, manage project work, conduct manpower utilization studies, preparation of the budget and oversee safety programs.
DUTIES AND RESPONSIBILITIES:
+ Establish priorities and direct and coordinate activities of the Communications Construction department to construct and provide the LIRR with the necessary communication facilities. Coordinate between other Engineering and Operating Departments to ensure all Communication Construction projects are completed efficiently and in a timely manner.
+ Recommend standards and procedures for construction of Communication facilities. Oversee Communication Construction activities to ensure they are in compliance with standards and procedures. Investigate and progress improvements for communications construction techniques. Explore and implement new technology to make a safer more efficient work environment to ensure the safety and efficiency of the work force and effectiveness of installed equipment and to enable the railroad to take advantage of improved technology and construction equipment.
+ Prepare the yearly budget for the Communication Construction personnel and review and revise as priorities change. Establish manpower requirements to ensure that departmental goals are achieved within fiscal guidelines. Ensure adequate staffing and effective deployment of personnel to achieve goals efficiently.
+ Review outside cable plant and facilities. Establish and implement quality control procedures to ensure that design and installation meet requirements and are compatible with existing physical plant. Review outside cable plant and facility conditions and making recommendations for infrastructure improvements. Determine material required and prepare specifications and purchase requisitions for material, vehicle, and services. Ensure appropriate material is received within required time frame. Ensure material received conforms to specifications and when necessary, certify the suitability of substitute materials. Ensure BPO’s (Blanket Purchase Orders) are kept current and active as required.
+ Conduct employee attendance checks, motor vehicle operations checks and participate in FRA mandated safety programs. Attend safety meetings and address/rectify safety concerns with promptness. Conduct Signalman Qualification tests and Interview candidates for subordinate positions.
+ Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Provide direction and motivation, maximize productivity, and handle grievances, trails, investigations and disciplinary actions. Administer all staff related personnel matters.
+ Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Support weather related events & disruptions as required.

REQUIRED EDUCATION AND EXPERIENCE:
A. Level I
+ Bachelor’s Degree in Engineering or related field OR must be actively pursuing a Bachelor’s degree. An additional four years of Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
+ Must possess two years of recent related telecommunications experience.
+ Must possess knowledge and practical experience of communications construction field operations.
+ Must possess the ability to demonstrate working knowledge of construction practices for inside and outside cable plant and plant and pole lines.
+ Must possess knowledge of electrical and electronic principles.
+ Must possess the ability to prepare organizational plans and budgets.
+ Must possess strong communication (both verbal and written) and interpersonal skills with the ability to work effectively with all levels of management as well as develop effective working relationships with unions.
+ Must possess effective administration, project management, organization, planning management and leadership skills and abilities.
+ Must possess effective problem solving and judgment skills and ability to make effective, sound decisions.
+ Must be available to be “on-call” as necessary, beyond normal business hours, 24/7.
+ Must possess the ability to field survey and estimate communications construction work including material and manpower.
+ Must possess excellent computer skills with working knowledge of various software packages (i.e. Microsoft Excel, Power Point, Word, Visio, Project).
+ Must possess ability to conduct investigations.
+ Must possess strong decision making skills.
+ Must possess a valid driver’s license.
PREFERRED QUALIFICATIONS:
B. Level I
+ Experience managing/supervising in a union environment.
+ Familiarity with the procurement process, project estimates, budgets and schedules.
+ Must possess thorough understanding of Railroad disciplines.
+ Must possess knowledge of Company Policies and Procedures and applicable collective bargaining agreement(s).
+ Must be familiar with Communication’s department SOP and maintenance practices.
REQUIRED EDUCATION AND EXPERIENCE:
A. Level II
+ Must possess ALL required qualifications listed above for a Level I.
+ Bachelor’s Degree in Engineering or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
+ Must possess five years of recent related telecommunications experience.
+ Must possess outside cable plant and facilities experience (i.e. installation/construction of physical cabling and supporting infrastructure such as conduit, cabinets, tower or poles).
+ Must possess experience in a leadership capacity.
+ Must possess knowledge of procurement process, project estimates and schedules.
+ Must possess knowledge of AREMA, LIRR-290, NEC and Roadway Worker Protection protocols.......
The Engineer II position also requires the following minimum requirements if elevated from Engineer I position:
+ Recommendation from the Section Head and approval of the Chief Engineer.
+ A 3.0 or better on two consecutive performance appraisals.
+ Completion of 50% of MECC classes.
REQUIRED EDUCATION AND EXPERIENCE:
A. Level III
+ Must possess ALL required qualifications listed above for a Level I and a Level II.
+ Bachelor’s Degree in Engineering or related field. An additional four years of Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
+ Must possess seven years of recent related telecommunications experience.
+ Must possess previous experience managing/supervising in a union environment with knowledge of applicable union agreements.
+ Must possess experience with managing and/or developing budgets and/or projects. Must possess experience with procurement process, project estimates and schedules.
+ Must possess experience with AREMA, LIRR-290, NEC and Roadway Worker Protection protocols
The Engineer III position also requires the following minimum requirements if elevated from Engineer II position:
+ Recommendation from ACE and approval of the Chief Engineer.
+ 3.0 out of 5 or better on the most recent performance appraisals.
+ Completion of MECC classes.

+ Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
+ Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
