    Overview

     

    This is a senior management position responsible for key strategic planning and oversight to ensure the laboratory is properly provisioned to operate at optimal levels. Incumbent in this position conducts all of the responsibilities of a CFO however is also required to oversee the IT, data management, and operational functions of the agency. This position oversees staff and areas that include budget and finance, agency contracts, purchasing, logistics, information technology and data management, security, facilities, vehicle fleet, and capital asset management. Incumbent in this position is guided by limited direction, as work involves creative or innovative techniques. Incumbent is expected to utilize independent judgment when applicable. When faced with a situation where a decision is needed, and there are no clear-cut standard operating procedures or laws, the incumbent will be held to the highest standard by upper management for independent judgment rendered. Position reports to the Laboratory Director.

    Agency Summary

    The purpose and mission of the Indianapolis-Marion County Forensic Services Agency is to serve the Marion County Community and supports the needs of the Criminal Justice System by providing services in Crime Scene Processing, Forensic Document Examinations, Latent Print Processing and Examination, Blood Alcohol Analysis, Fire Debris Analysis, Seized Drugs Analysis, Firearms Examinations and NIBIN, DNA and Serology Analysis and Forensic Evidence Technician (Morgue Liaison) services.     Position Responsibilities

    + Preparing the agency's annual budget, evaluating data trends to assess needs, coordinating with Lab Managers.

    + Monitor actual expenditures against budget

    + Approve all pay changes and purchases

    + Conduct trend analysis and report findings

    + Set agency policies and execution plans for making operational or structural changes with the leadership team

    + Coordinates shared objectives with ISA, OFM, OCC, Purchasing, HR, etc.

    + Presents the agency annual budget and strategic plans to the City-County Council, Forensic Services Board, and other stakeholders

    + Ensures laws and policies are followed and budget is sufficient for purchasing supplies, services, or equipment

    + Provides direction on how building security access and maintenance issues should be managed

    + Negotiates pricing and contract terms with vendors, ensure vendors meet the requirements of the contract

    + Conducts vehicle and capital asset inventories, evaluate reports on performance and use, ensure preventive maintenance and other services are conducted

    + Coordinates with managers and supervisors, evaluates data to determine metrics to evaluate performance for internal use and public reporting on key agency objectives

    + Serves as backup to Forensic IT Manager, Forensic Evidence Specialist, and Forensic Operations Manager

    + Assists in the development and implementation of laboratory

    + Assists all Supervisors to include new policy development and implementation

    + Must maintain confidentiality at all times.

    Qualifications

    Bachelor’s Degree in Public Administration, Accounting Principles, Business Administration, or a related field with a minimum of five (5) years’ experience. The incumbent is required to understand the sources and allowable uses of public funds, methods for preparing a public sector budget, budget to actual tracking, and expenditure forecasting. Incumbent must be willing and capable of completing an internal/external training program determined by the Director and the Quality Assurance Program. Must be able to establish and set priorities according to time sensitive information in order to have continued success in this position. Must be able to communicate effectively in oral, verbal, and written formats.

     

    Preferred Job Requirements and Qualifications

     

    Master’s Degree in Public Administration, Accounting Principles, Business Administration, or a related field five (5) years’ experience. Knowledge of public procurement laws and policies, contract negotiating and management, proficiency in data analysis, and basic-level IT knowledge, are preferred, including the minimum qualifications listed.
