This is an Unclassified - Exempt Position.
As a result of Act 468 of 2021, the Special School District is a stand-alone agency that requires a unit in the Business Office to oversee and manage administrative financial-related functions for all of the schools within the organization. The position is a critical leadership role within the Louisiana Special School District Business Office as part of the program that provides leadership and support over functions such as grants, contracts, cooperative endeavors, memoranda of understanding, procurement, and leases for the Special School District which includes the Louisiana School for the Deaf (LSD), Louisiana School for the Visually Impaired (LSVI), and Special School Programs (SSP), in accordance with rules, regulations and restrictions applicable to local education agencies (LEA) and state agencies. This position also serves to investigate and resolve contract-related issues, grants and lease management serving as the chief liaison with all departments in the district and external stakeholders; The incumbent must possess a thorough knowledge of the Louisiana Procurement Code, the LaGov SRM system, the LESA system, LaGov Grants Management, and must understand the regulatory requirements of the Office of State Procurement and the Department of Education.
An important function of this position is to develop and manage contracts, enter new grants in LaGov upon receipt of Notice of Award, Manage awards (staff and end dates) in LaGov and eGMS (Grants Management System). This position works in tandem with the classified Administrative Program Manager 3 and the Administrative Program Specialist C for contracts, grants and leases and is responsible for supporting the unit in planning, overseeing, managing, and evaluating the duties and responsibilities of federal programs, contract management and lease management.
This position will ensure compliance with all state and federal laws, LDOE, and LASSD policies and procedures.

Job Specification
Contract / Grant Management
Prepares, develops, and monitors complex contracts and/or grants agreements, applications, budgets, amendments, and sub-grant agreements in accordance with statutory and regulatory requirements and departmental policies and procedures.
Manages the approval process through tracked mechanisms to ensure all necessary approvals are received. Works with all managers, executives, contract administrators, officials, and other personnel to solve contracting and grant issues and facilitates coordination of contract movement.
Develops policy recommendations involving contracts and grants. Remains abreast of updates and changes to LaGov SRM and other systems for contracts, grants, shopping carts, purchase orders, and any other contracting/grant tool that relates to the systems. Serves as the subject matter expert for all SSD sections and assists with the coordination of contracting and grant processes as necessary. Prepares reports as requested by the Administrative Program
Director and responds timely to requests for additional information or clarification and ensures changes are made and processed according to both state and federal guidelines. Assists with preparing budget recommendations for grants/contracts/lease division and reviews budget requests to federal and state entities. Reviews and analyzes expenditure reports, which determines fiscal impact to all means of financing.
Manages and engages in maintaining a variety of files for compliance with all regulatory agencies.
Assist program staff in preparation of contracts and/or grants and close-outs; Remains abreast on contract and grant procedures to become proficient in LaGov SRM, grants management and other systems for contract and grant movement such as eGMS. Manages and ensures the development and implementation of standard operating procedures to ensure efficient administration and management of all grant, contracts, and leases housed at SSD.
Contract / Grant Compliance
Performs audit function to ensure all contracts and grants are within state and federal compliance regulations by analyzing and recommending final approval/disapproval of contracts in the SRM system. Performs all contract and grants close out activities as deemed necessary for the releasing of un-encumbered funds and grants begin and end dates. Communicates with supervisor concerning any regulatory agencies and independent auditors' issues needing to be resolved; Reviews monthly and quarterly reports for contract and grant monitoring. Researches grant awards and state appropriations budgets to make sure funds available through statutory obligations have been accounted for and contracted out as needed. Manages and engages in maintaining a variety of files for compliance with all regulatory agencies. Interprets federal and state laws, rules and regulations, in regards to contracts and/or grants. Enters and prepares quarterly Periodic Expenditure Reviews (PERS) and Reimbursements timely; Oversees the compilation, entering, and submission of all required supporting documentation to maximize all means of finance to be reimbursed to the agency; Ensures audit requirements are documented appropriately on all programs, deficiencies addressed, and corrective actions are implemented when applicable; Works professionally with all school and district-wide staff to solve issues quickly and facilitate any coordination needed to resolve problems; Enforces all mandates in accordance with state, federal, and departmental agency policies; Oversees expenditure tracking and guides staff in providing information that is utilized to meet program related outcomes; Stays abreast of all allocation requirements, budget spreads, and programmatic/legislative changes. Maintains all financial and contractual documents as required by SSD's retention schedule.
Participates in periodic meetings to review contract and grant status and serves as point of contact for all assigned contracts and grants management in the business office. Maintains a working knowledge of all policies and procedures relative to the Louisiana Special School District, Office of State Procurement, and Office of State Travel as applicable to contracting. Remains cognizant of all federal regulations through meetings with Louisiana Department of Education. Performs additional duties as assigned.
Provides focus and direction for Programs such as Title I Neglected and Delinquent, Titles II, III, V, IX, IDEA, and ESSR III Formula and Incentive Funding Sources, Redesign Funding, Homeless ARP Funding, Comprehensive Literacy Development Fund (CLSD), Education Excellence Fund (EEF), LaPas, 8g, and Carl Perkins Funding.
Plans with professional staff in the utilization of funds available to the schools through various programs and is responsible for the oversight of the Periodic Expense Reporting process and cost reimbursement for all programs with grant funding Responsible for the oversight of all grant coding for proper coding.
Works collaboratively with schools, programs, and other offices to develop processes and procedures to ensure effective and efficient utilization of grant federal and state dollars.
