    Division: Office of Management & Finance/Purchasing Division

    Minimum Qualifications

    Seven years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

     

    Six years of full-time work experience in any field plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

     

    A bachelor’s degree plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

     

    An advanced degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

     

    Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

    Job Duties and Other Information

    Job Duties:

    As aProcurement Program Managerin the Purchasing Division, you will:

    + Lead the agency’s purchasing operations — serving as the main procurement expert and managing all purchases, bids (ITBs), and proposals (RFPs).

    + Develop and update purchasing policies to ensure fair, efficient, and compliant procurement practices.

    + Work closely with agency leaders to set goals, plan purchasing strategies, and support the agency’s mission.

    + Oversee the full procurement process from start to finish — from planning and solicitation through contract award and evaluation.

    + Negotiate and manage contracts, resolve issues, and provide guidance on state procurement laws and regulations.

    + Ensure quality and value by verifying that products and services meet required specifications and performance standards.

    + Manage the procurement budget and collaborate with fiscal staff to track spending and make sound financial decisions.

    + Stay current on laws and best practices to recommend improvements and keep agency staff informed on procurement requirements.
