About this Job
The mission of the Port of South Louisiana is to promote maritime commerce, trade and development and to establish public/private partnerships for the creation of intermodal terminals and industrial facilities.
Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
+ Researches, develops, and directs the implementation of Port policies and procedures, employing applicable State and Federal regulations as they pertain to FMLA, ADA, Workers' Compensation, FLSA, Drug testing, etc., including complex Jones Act and Longshoreman regulations as they relate to Marine Personnel.
+ Develop policies to implement discretionary authority for shift differential, special entrance rates, optional pay adjustments, reward and recognition, hazardous duty pay, and other special pay rules.
+ Direct the production of an agency employee's policy and procedure manual. Updates the employees' manual, making required revisions and arranges dissemination. Ensures all required acknowledgment and receipt forms are obtained from employees.
+ Acts as liaison between the agency and Civil Service representatives. Represents the agency at meetings with the Department of State Civil Service to discuss all human resources matters, including, but not limited to, position allocations, policy approval, appeals, layoff avoidance activities, and to develop layoff plans, etc. Advises agency management of courses of action to take in reorganization matters.
+ Designated team member, on special assignments and projects - providing Human Resources/Personnel aspects, insight, and point of view on the matters. Collaborate with the Executive Director, Deputy Director, Legal Counsel, and other department heads when working on special assignments and projects requiring Human Resources Involvement. Acts as liaison between Administration and staff when implementing special procedures or processes.
