Office of Unemployment Insurance
Division: UI Tax Liability & Adjudication
The Louisiana Workforce Commission (LWC) is seeking an ORS Specialist to join the Office of Unemployment Insurance to review, interpret, and take action in compliance with UI Employment Security Law as it relates to employer accounts. It requires independent judgment in the maintenance of unemployment insurance tax accounts for an employer base of over 90,000 businesses operating in this state. The tasks associated with this position directly impact the UI Accounting Program and must be performed in compliance with the guidelines set by state and federal law and generally accepted accounting principles.
Office of Unemployment Insurance Administration (OUIA) Overview:
OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.
AN IDEAL CANDIDATE WILL POSSESS THE FOLLOWING COMPETENCIES:
+ Making Accurate Judgments:The ability to form an opinion objectively and decisively based on relevant information and in accordance with established standards.
+ Thinking Critically:The ability to objectively question, analyze, interpret, and evaluate information to form a conclusion.
+ Using Data:The ability to use relevant and valid data to inform a recommendation for action.
Minimum Qualifications
Three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Identify and register new employers subject to state unemployment insurance taxes; determine liability status and assign appropriate tax rates in compliance with UI law.
+ Maintain and update employer accounts, including processing liability changes, inactivations, duplicate cancellations, and rate adjustments.
+ Conduct detailed audits and experience-rating reviews to ensure accurate computation of employer tax rates and proper transfer of experience between successor and predecessor accounts.
+ Research and resolve employer protests, delinquent notices, and wage reporting issues through account analysis and direct communication with employers, accountants, and other agencies.
+ Provide professional customer service and technical support to employers regarding account status, rate notices, overpayments, and UI reporting procedure
