Office of Unemployment Insurance
The Louisiana Workforce Commission (LWC) is seeking a UI Tax Agent to join the Office of Unemployment Insurance to perform state tax audits. The audits performed involve various sizes of proprietorships, companies, and national corporations and their subsidiaries.
LWC administers the Unemployment Insurance (UI) program, which supports eligible workers during periods of involuntary unemployment. The program is governed by the Louisiana Employment Security Law and involves two main operational components: UI Tax Operations and UI Benefit Operations.
Minimum Qualifications
Three years of experience in accounting, auditing, or unemployment insurance; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.

Job Duties and Other Information
Job Duties:
+ Research entities being audited by analyzing previous audit reports and the nature of the entity’s operation.
+ Interprets laws, regulations, policies, procedures, and legal documents, including contracts, to identify obligations and limitations of entities.
+ Analyzes and interprets federal and state income tax documents, including all different types of returns relative to any business. Examines federal unemployment tax forms 940, 941, 942, 943, W-3, W-2, 1096, and 1099 to determine accuracy and conformity to state unemployment reports.
+ Interprets findings to detect problems such as non-compliance with laws, regulations, policies, procedures, and/or accounting principles: calculates dollar value (taxes and penalties) of any discrepancies identified through audit.
+ Documents findings, develops recommendations for changes to ensure compliance, and writes reports that will be examined by the Federal Revenue Quality Control Auditor for correctness and clarity.
+ Provides expert testimony as the agency representative on Unemployment Insurance (UI) laws during appeals hearings, administrative hearings, and judicial reviews.
+ Other duties as assigned

Appointment Type:This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
Career Progression Group (CPG):It may be filled as an Unemployment Insurance Tax Agent 1, 2, or 3,at which the vacancy is filled and will be determined by the qualifications of the candidate selected. This position is an opportunity to advance within this job series. The actual starting salary depends on the education and experience of the selected applicant.
