    Description of Job

    The Work Unit :

    The Office of STI/HIV/VHworks to reduce disease transmission and ensure quality and medically accurate STI/HIV related prevention, care, and treatment services for all people in Colorado. Functions include public health surveillance of STI/HIV/VH; follow-up of people newly diagnosed with a STI/HIV to ensure adequate treatment; referrals and partner notification; access to care and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use of STI/HIV/VH data to direct prevention and care activities. The Office of STI/HIV/VH, operates on the belief that all people - no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location - should have the opportunity to live healthy lives.

     

    The STI/HIV/VH Prevention and Care Instructional Designer is part of theCapacity Building and Training Program (CBT)within the Office of STI/HIV/VH. The CBT Program is charged to sustain science-based, culturally appropriate prevention interventions and care practices in Colorado. The Training Unit exists to assist internal staff, community partners/contractors, healthcare providers and other stakeholders to deliver high standards of prevention, care and treatment services to the public. The CBT identifies novel approaches to effectively use resources to make relevant training accessible to contracted community based organizations (CBO), local public health agencies (LPHA) and other stakeholders.

    What you will be doing

    The position is the key architect and staff authority for STI/HIV/VH e-learning training for internal and external publicly-funded STI/HIV/VH non-clinical providers throughout the State. The position contributes specialized expertise in best practices for e-learning presentation, application, feedback, and assessment strategies; e-learning software including Articulate Rise 360 and Articulate Storyline 360; and ensuring compliance of e-learning materials with State digital accessibility requirements. The position provides consultation and technical assistance for STI/HIV/VH e-learning curriculum development and instructional design for all aspects of the learning experience, including learner needs, delivery methods, and assessment strategies. The position is consulted on best approaches to design relevant e-learning instructional materials like graphics, videos, simulations, and quizzes that support the measurable achievement of learning objectives and the needs of various audiences. The position also evaluates learning materials and works with the team to make revisions when appropriate. In addition to serving as a staff authority, the position performs curriculum development and instructional design on individual asynchronous, synchronous, and blended training projects.

    Job Duties:

    Develops Curricula, Designs, and Adapts Training and Technical Assistance

    The position develops curricula, designs, and adapts effective training and technical assistance resources for a variety of audiences on educational, behavioral, and biomedical methods to support STI/HIV/VH prevention and care in Colorado as follows:

    + Utilizes data and input from program staff and other stakeholders to inform training needs.

    + Defines problems or opportunities on how learners will engage with and acquire knowledge and skills.

    + Performs curriculum development and instructional design to create, revise, and adapt training and technical assistance materials for asynchronous, synchronous, and blended delivery.

    + Collaborates with CBT and other program staff to ensure training and technical assistance resources align with State standards of prevention and care services, programmatic policies and procedures, Centers for Disease Control and Prevention (CDC) guidelines, and other national policies and best practices.

    + Ensures content is scientifically rigorous, culturally relevant, and aligned with adult learning principles and State accessibility guidelines.

     

    E-learning Curricula Development, Adaptation, and Instructional Design Staff Authority

    The position is the staff authority for STI/HIV/VH e-learning for internal and external publicly-funded STI/HIV/VH non-clinical providers throughout the State as follows:

    + Conducts performance analyses and recommends appropriate solutions.

    + Provides consultation to guide team members on best practices to align presentation, application, feedback, and assessment methods, tools, and materials with learning objectives within a curriculum framework.

    + Provides technical assistance to guide team members on effective use of e-learning software including Articulate Rise 360 and Articulate Storyline 360.

    + Provides consultation to guide team members on compliance of materials with State digital accessibility requirements.

    + Evaluates learning materials and works with the team to make revisions when appropriate.

     

    Evaluates the Effectiveness of Training and Technical Assistance

    The position evaluates the effectiveness of the STI/HIV/VH prevention and care training and technical assistance as follows:

    + Articulates a clear understanding of what the program is trying to achieve.

    + Collaborates with CBT and other program staff to create a program logic model.

    + Cooperates with the program management and relevant staff to identify criteria of best practice.

    + Prioritizes learning objectives based on program staff input, community input, and constraints.

    + Coordinates pilot tests of training, attends as relevant, and makes recommendations or revisions based on pilot test feedback.

    Minimum Qualifications:

    NOTE:An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

    Work Experience

    Seven (7) years of relevant experience in curriculum development, instructional design, education or training in public health or social services, or other closely related experience in an occupation related to the work assigned to this position.

    OR:

    Education and Experience

    A combination of related education from an accredited institution in Instructional Design, Curriculum & Instruction, Educational Technology, or a field of study closely related to the work assignment. AND/OR Relevant experience in curriculum development, instructional design, education or training in public health or social services, or other closely related experience in an occupation related to the work assigned to this position equal to seven (7) years.
