    Description of Job

    The Division of Disease Control and Public Health Response (DCPHR) is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch. Electronic and Disease Reporting; Newcomer Health Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public’s health.

    The Unit:

    The purpose of the Communicable Disease Branch is to monitor, investigate, and control epidemic and communicable diseases affecting the public health in Colorado, as required under Colorado statute including: invasive bacterial diseases; foodborne/enteric diseases; waterborne diseases; viral respiratory diseases; vaccine preventable diseases; healthcare-associated infections; tuberculosis; and zoonotic/vectorborne diseases.

    About the Position:

    This position exists to assist in performing surveillance for respiratory-associated hospitalizations (COVID-19, influenza, and RSV), which are reportable conditions in Colorado, by collecting medical, epidemiologic, and other data as well as managing health information. The position works closely with respiratory disease epidemiologists, other medical record abstractors, project/unit managers, and the Principal Investigator to determine priorities for data collection in order to meet changing and conflicting project objectives in a timely manner. This position applies knowledge of each of the conditions being studied and of medical records organization, related databases, medical terminology, diagnoses, tests, and medical information management procedures to assure comprehensive data collection and data quality. This position serves as a liaison between CDPHE and the staff at hospital medical records departments and other sources of data. The position serves as a resource to help with new surveillance officer training and case report form clarification. This position also assists with data validation and cleaning to ensure completeness and correctness of data.

    What you will be doing:

    + Conduct enhanced case surveillance for COVID-19, RSV, and influenza-associated hospitalizations by conducting in-depth medical record reviews using standardized data collection forms to collect demographic, clinical, treatment, vaccination, and laboratory information.

    + Abstract medical information from electronic medical records according to specific instructions.

    + Enter data into central databases and track reported cases and completion of record reviews.

    + Participate in data cleaning, request copies of medical records directly from hospitals when warranted (e.g., insufficient information in available electronic medical record,

    + Help answer fellow medical record abstractor’s questions.

    + Identify COVID-19, influenza, and RSV-associated hospitalizations that are reported to CDPHE into EpiTrax to ensure they meet case definition.

    + Identify COVID-19, influenza, and RSV-associated hospitalizations that are reported to CDPHE via CHA discharge audits to ensure they meet case definition.

    + Enter unreported or missing information reported by these methods into the communicable disease databases (EpiTrax, REDCap)

    + Based on lists provided by the CDC, project site staff or internal CDPHE staff, validate data that has been marked as possibly erroneous and incomplete or correct missing or erroneous data from record abstraction or data entry.

    + Evaluate the quality of reporting sources for reporting accuracy, consistency, data quality, volume of case reports, effectiveness of the data source for program objectives, and report to the project epidemiologist , project/unit manager, and/or Principal Investigator.

    + Identify data quality issues and problems with reporting sources such as missing records, incomplete records, or incorrect records.

    + Assist in the development of flexible solutions to resolve the problems.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

    Experience Only:

    Four (4) years of experience in public health or communicable disease control, communicable disease surveillance, health data management, medical record abstraction or other experience closely related to the work assigned to the position

    Education and Experience:

    A combination of related education in public health, health education, biology, statistics, science, epidemiology, biostatistics or closely-related field and/or experience in public health or communicable disease control, communicable disease surveillance, communicable disease epidemiology, health data management, medical record abstraction or closely related field equal to four (4) years.

    Must be willing to:

    Preferred Qualifications

    + Relevant state of Colorado work experience.

    + Experience in collecting and entering data

    + Experience with communicable disease surveillance data

    + Experience abstracting information from electronic medical records

    + Experience navigating a variety of electronic medical record platforms

    + Experience working in relational databases such as REDCap, CEDrs or EPI TRAX

    + Experience in medical terminology
