    Building Department

     

    Senior Permit Technician

    SUMMARY:

    Under direction, leads, coordinates and performs advanced technical support duties in the county building department; serves as the office manager with responsibility for coordinating administrative activities; provides detailed information to various customers including other city and county departments, community agencies, licensed professionals and the general public regarding building codes, local adopted ordinances and departmental procedures; leads and coordinates the routing of construction plans through the various approval processes; directs and supervises the issuance of building permits, sub-permits, and contractor registrations for approved projects; supervises the scheduling of building inspections and the appropriate maintenance of departmental records; and performs other related duties as assigned.

    JOB DUTIES:

    The duties listed below represent the various types of work that may be performed. The omission of specific duties does not prevent the assignment of work that is appropriately related to this class.

     

    • Serves as a lead worker by monitoring, coordinating, and reviewing the work of one or more Permit Technicians; recommends, updates and implements office policies and procedures for areas of assignment; monitors office productivity and documents work activities; performs the more complex technical duties pertaining to the administration of building permits.

    • Leads and administers departmental office activities; coordinates the scheduling of construction inspections, the development, and maintenance of departmental files, the purchase of office supplies, the processing of mail, the submission of payroll and personnel-related documents and the preparation of accounts payable invoices; monitors and tracks expenditures in accordance with the current department budget; maintains accounting records in the county financial system; maintains and balances office petty cash funds.

    • Leads and coordinates customer service activities; provides complex technical information to contractors, licensed professionals, homeowners, and the public at the front counter, over the phone, or via written request, or on the computer; answers questions about building codes, building permit, and sub-permit issuance and building plan submittals; assists customers in completing forms and documents.

    • Leads and coordinates the processing of building permit applications and ensures the completeness of required intake documentation required for permit submittal such as soils reports, site plans, and approved drawings; verifies that administrative approvals have been obtained and that plans are appropriately signed.

    • Establishes permit valuations based on the type of construction and type of use; verifies building permit fees, sub-permit fees, and tax calculations for the jurisdiction being served; collects and receipts fees and taxes for permits and the entry of revenue information into the county financial system.

    • Leads and coordinates the establishment and maintenance of permanent individual permit files and computerized project records.

    • Leads and coordinates the routing of permits to other agencies and departments for approval; monitors permit approval status.

    • Once project plans are fully approved, prepares, and issues various permits according to established policies and procedures; provides yearly notification of permit expiration to permit holders.

    • Coordinates the initiation, tracking, preparation, and disbursement of Certificates of Occupancy and Certificates of Approval.

    • Researches and compiles project history information as requested; prepares periodic reports for management on building activity within each of the jurisdictions served.

    • Maintains contractor registration files in accordance with county policy.

    • Receives, processes, maintains, and reports on the response to complaints received from the public.

    • Attends meetings, classes, and training; prepares and publishes meeting minutes as assigned; serves on

     

    committees, teams, and task forces as assigned; performs and/or participates on special projects.

     

    • Performs other related duties as assigned.

    QUALIFICATIONS:

    Education and Experience

    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education:

    Completion of 30 semester (or equivalent) college units, including 15 units (or equivalent) in accounting, business administration, finance, economics, or a related field.

    Experience:

    Five years of progressively responsible clerical and technical experience that included electronic data entry, the maintenance of recordkeeping systems, and the operation of personal computers, including at least two years in a city or county building or planning department performing technical permit processing duties comparable to those of a Permit Technician in Routt County.

    Substitution:

    One additional year of qualifying experience may substitute for the above-required education.

    LICENSES AND CERTIFICATES:

    • Depending on assignment, a valid license to drive a vehicle in Colorado and a safe driving record may be required at the time of appointment and throughout employment.

    • Certification as a Permit Technician from the International Code Council is required at the time of appointment.
