Nature of Work
The Senior Business Systems Analyst provides extensive experience and highly skilled review, analysis, development, recommendation, and implementation of effective business processes using the City's various systems. Assists in prioritizing and managing the City's technology project portfolio. Supervises and manages Business Systems Analysts (BSA) and the Technology Review Committee and its associated processes.
Environmental Factors:
Work is performed in a standard office environment.
Physical Factors:
Light physical demands; mostly desk work requiring the ability to lift and carry files and reports and frequent use of a personal computer.
Work Situation Factors:
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, managing personnel, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded RX24.
Duties and Responsibilities
+ Facilitates, directs, and supervises the development of various business, financial, and customer service systems used to help the City achieve its goals and objectives; assists with managing and monitoring the City's Technology Capital Improvement Plan and projects associated with upgrades to existing systems in the Technology Asset Portfolio; schedules and facilitates meetings related to technology projects.
+ Performs highly skilled business technology analysis and systems analysis; provides consulting services for all departments and internal customers; conducts assessments and researches, , business issues and requirements to recommend and implement solutions, improving efficiency in various areas including organizational effectiveness, and process and plan development and improvement.
+ Assists and supports the Department Business Process Owner, Project Sponsor, and BSAs with preparing project requests, supporting materials, and developing recommendations; supports the development of project plans for technology projects including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing.
+ Troubleshoots, analyzes, and makes recommendations regarding City system issues; identifies root cause of problems, researches issues, and develops and implements resolution tactics.
+ Coordinates and collaborates with cross functional team members to address user process and system issues related to financial, payroll, accounting, or customer service modules; leads, organizes, and attends committee meetings, ad hoc meetings, coordination and information exchange gatherings, and other conferences to determine issues; manages the development of resolutions.
+ Chairs the Technology Review Committee, develops policies and procedures and provides reports and status updates to the Technology Steering Committee.
+ Recommends, develops, and implements innovative solutions and plans for technology and business systems; informs City Managers and department heads of issues and recommends solutions; develops, implements, and applies policies and procedures; determines necessary changes and initiates updates to current standards.
+ Oversees, supervises, directs, and monitors ongoing projects and initiatives to improve and maintain data quality and integrity; recommends and implements controls to preserve data quality and protect confidential and sensitive data; ensures City staff and subordinate personnel are fully equipped to handle data and information according to policy.
+ Trains, supports, and educates users, specific departments, and subordinate personnel on the City’s information systems; communicates and collaborates with contractors and other parties to implement technology services and interfaces, projects, and data exchanges.
+ Develops, maintains, administers, and documents workflow processes and quality; analyzes workflow procedures including approvals, notifications, or other integrity checks; provides support, training, and troubleshooting for organizational and staff processes and changes; performs performance evaluations, general management, and personnel direction on a daily basis.
Minimum Qualifications
Bachelor's degree in Accounting, Information Systems, Business Administration, Business Computing Systems, Computer Science or other related field; a minimum of six years of experience in business process analysis with experience in business systems, analysis, process design, mapping, project planning and problem resolution. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certifications:
Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

+ Operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.
