Drug and Alcohol Program Coord

To support the effective delivery of substance, use prevention, treatment, and recovery services by coordinating program operations, ensuring compliance with regulatory standards, and fostering collaboration among service providers, community partners, and stakeholders. The coordinator plays a key role in promoting public health and safety by addressing substance use issues through evidence-based practices and community engagement.
Responsibilities:
1. Coordinate daily operations of drug and alcohol programs, including prevention, intervention, and recovery support services.
2. Manage drug and alcohol testing programs for multiple employers.
3. Coordinate random, pre-employment, post-accident, and return-to-duty testing schedules.
4. Maintain compliance with federal (DOT) and state regulations.
5. Assist in developing and implementing program goals, objectives, and performance measures.
6. Supports and monitors clients and service providers contracts with and ensure compliance with state and federal regulations.
7. Ensure all testing procedures follow 49 CFR Part 40 and other applicable DOT regulations.
8. Keep up to date with changes in laws and guidelines affecting testing programs.
9. Provide guidance to employers on compliance and policy development.
10. Collect, analyze, and report program data to support quality improvement and funding requirements.
11. Facilitate community outreach and education initiatives to raise awareness of substance use issues.
12. Serve as a liaison between clients and service providers.
13. Monitors program outcomes, reporting, provides training and oversight.
14. Train or arrange training for employees in specimen collection and breath alcohol testing.
15. Ensure all service agents are properly certified and trained.
16. Maintain accurate records and documentation in accordance with confidentiality standards.
17. Maintain secure and confidential records of all drug and alcohol tests.
18. Ensure proper documentation of chain-of-custody and test results.
19. Provide employers with timely and accurate reports.
+ Associate's degree in social work, psychology, public health, or a related field required. Bachelor's degree preferred.
+ 2-4 years' experience in drug and alcohol testing program administration.
+ Minimum of 2 years of experience in human services, preferably in substance use or behavioral health.
+ Strong organizational and communication skills.
+ Consortium knowledge of both Federal and Pennsylvania's drug and alcohol relevant regulations.
+ Ability to work independently and collaboratively in a team environment.
Licensure, Certifications, and Clearances:
+ Breath Alcohol Calibration Technician and Instructor
+ Urine Specimen Collector and Trainer under 49 CFR Part 40
+ Certified Medical Review Office Assistance (MROCC)
+ Accredited Consortium/Third Party Administrator
+ Act 31 Child Abuse Reporting with renewal
+ Act 33 with renewal
+ Act 34 with renewal
+ Act 73 FBI Clearance with renewal
