Description
Responsible for the management of the financial aid office, the delivery of student aid funds to eligible students, and the overall operation of administering student aid programs in compliance with federal, state, and institutional regulations.
Specific Duties and Responsibilities
+ Provide oversight of all operations, functions, and personnel of the financial aid office.
+ Ensure financial aid policies, procedures, and practices follow federal, state, and institutional regulations
+ Recommend revisions to financial aid or college policies, when there are changes to federal and state policies and procedures that affect institutional policies and procedures.
+ Ensure the development and maintenance of student information systems to support the financial aid operations
+ Ensure the timely and accurate processing of applications, awarding of aid, disbursement of funds, and return of unearned funds.
+ Ensure proper fund management and reconciliation of all student financial aid program accounts for federal, state, and internal audits
+ Ensure that all required reports and audit documents are submitted timely and accurately to federal, state, and college authorities.
+ Develop and maintain up-to-date written policies and procedures for the administration of the financial aid office and all aid programs.
+ Prepare monthly report on basic statistics of status of delivery of financial aid and office services to college authorities.
+ Prepare annual report of goals and objectives, mid-year and end-of-year status reports. Prepare and communicate an action plan in conjunction.
+ Monitor institutional and academic program eligibility to participate in federal Title IV student aid programs and notify administration of compliance issues.
+ Establish student financial aid budgets.
+ Establish financial aid packaging policies.
+ Review and approve aid for students with consortium agreements.
+ Maintain interdepartmental liaison and coordination with the Student Accounts, Accounting, Admissions, and Registration offices in conjunction with the administration of federal aid programs.
+ Support the EOF, NJ STARS, and other special population programs and ensure the timely delivery of financial aid.
+ Develop and conduct (or arrange) in-service training on customer service, student aid programs, and the delivery of aid to students for financial aid staff.
+ Coordinate the planning and implementation of online services for financial aid applicants and recipients.
+ Supervise and coordinate the development, design, and updating of financial aid consumer information brochures, disclosures, forms, catalog copy, and web pages.
+ Coordinate RCBC college-wide scholarship program. Support application, selection, and awarding processes.
+ Support the EOF, NJ STARS, and other special population programs and ensure the timely delivery of financial aid. Serve as point of contact to these special populations, or appoint a designee.
+ Conduct financial aid workshops for area school districts, community agencies, and student and parent groups, or appoint a designee.
OVERALL PURPOSE AND RESPONSIBILITY:
The primary and most important overall responsibility of all employees is to provide service in a pleasant, helpful, and effective manner to our students and other members of the College community.
Minimum Qualifications
Education Required:
Bachelor’s degree required; Master’s degree preferred.
Experience Required:
Five or more years’ experience in financial aid, preferably in a community college setting. At least 2 of those years should include responsibility for regulatory oversight and management.
Skills/Abilities /Knowledge /Other Requirements
+ Knowledge of federal and state financial aid regulations
+ Thorough knowledge and understanding of state and federal laws and regulations of agencies governing the student aid programs—grants, scholarships, student employment, and loans.
+ Experience working with automated financial aid systems, Colleague system knowledge preferred.
+ Demonstrated ability to work effectively with students, faculty and other members of the college community.

INSTITUTIONAL EFFECTIVENESS:
Collaborates with department members and/or the Compliance, Assessment and Research team to support planning, assessment, data collection and reporting for continuous improvement of the college.
