About the Position: Serves as Deckhand aboard Detroit District Floating Plant to include survey boats, survey vessels, tugboats and crane or derrick barges engaged in maintenance of waterways. Responsibilities Snubs and ties lines properly to minimize breakage and to secure plant safely. Performs general vessel maintenance duties and keeps boat in ship shape condition. Prepares surfaces to be painted by removing old paint utilizing tools and methods of choice or those assigned. Cleans, makes minor repairs, replaces parts, and adjusts as directed. Operates pneumatic tools, such as jackhammer, concrete vibrator, and pneumatic drills in concrete operations. Operates engineering construction equipment, such as bulldozers, road graders, snowplow equipment, backhoes, front end loaders, excavators, road rollers, and skid steers in support of District needs. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) DECKHAND without more than normal supervision. I have the ability to perform some tasks including the majority of the following duties under close supervision: the ability to perform the full range of duties of a Deckhand, in situations that require more than ordinarily skills and care, with close supervision such as making minor repairs of machinery, handles roping for towing, utilizes various tools, prepares paint surfaces to be painted. Operates small boats. Keeps lines, tools, paint brushes, etc clean and in proper places. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision Ability to Use and Maintain Tools and Equipment Maintenance Practices on Seagoing Vessels Shipboard Operations PHYSICAL EFFORTS Work requires sustained physical effort when washing, scrubbing, cleaning and painting surfaces and while handling lines, making, and breaking tows. The incumbent walks, climbs, and stands for prolonged periods of time. The worker frequently lifts and carries moderately heavy objects (up to 50 lbs. or more, such as, tools, material, and supplies). WORKING CONDITIONS Work is performed both indoors and outside in all types of weather. Workers are exposed to paint fumes and are subject to cuts and bruises while working with equipment and making machinery repairs in a cramped or confined machinery spaces. There is also exposure to eye injuries while chipping paint and rust. There is the ever-present danger of drowning, in the event of a storm or collision. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
