SAIC’s Business Management organization is seeking an experienced and highly adaptable **Contracts Senior Principal** to manage contracts/proposals in the Space and Intelligence Business Group. The position requires knowledge of the government contracts field and involves the preparation, negotiation, acceptance, and management of government contracts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. This individual will serve as a strategic partner to key stakeholders throughout the capture, proposal, and contract execution phases. This role demand a high level of contracting knowledge of and experience in the federal government.
The ideal candidate will demonstrate exceptional autonomy, proactively addressing challenges and identifying opportunities without the need for prompts. They will be confident, organized, detail-oriented, and capable of fostering and building collaborative business relationships while managing multiple projects in a fast-paced environment while maintaining schedules and orienting the teams they support to internal and external deadlines.
Duties/Attributes Include:
• Serve as strategic interface to customer contacts (Contracting Officers and acquisition specialists), including lead negotiator for proposals supported.
• Educate various internal and external partners on contracting strategies, marketplace dynamics and competitive strategies; sharing insights to elevate team thinking and communicate trade-off considerations effectively.
• Possess a strategic mindset with a focus on driving innovation and adapting to evolving business landscape.
• Develop acquisition strategies for emerging technology (e.g., AI, cloud-computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements.
• Navigate challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
• Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
• Strong grasp of methods to mitigate Organizational Conflicts of Interest.
• Review contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements.
• Advise management of contractual rights and obligations and provides interpretation of terms and conditions.
• Represent organization as a prime contact on contracts or projects.
• Interact with senior internal and external personnel on significant matters often requiring coordination between organizations.
• Develop solutions to complex problems, which require the regular use of ingenuity and innovation.
• Ensure solutions are consistent with organization objectives.
• Support commercial work as well as complex efforts including Firm Fixed Price (FFP) defined delivery efforts.
• Prepare proposals; negotiate and administer various contract types to include Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP) and multiple IDIQ/Task Order contracts development; prepare, negotiate, and administer teaming agreements and proprietary information agreements; collection and submission of data for regulatory reporting; and active management of OCI Plans.
• Demonstrate excellent communication and presentation skills, with ability to influence and build relationships.
• Exhibit strong negotiation, oral, and written communication skills.
• **Active Top Secret/SCI Clearance is required.**
Qualifications
• Bachelor’s Degree in Business Administration, or a related business discipline, and ten (10) years experience; Master's Degree in Business Administration or a related business discipline, and 8 years experience or JD and 5 years of experience.
• **US Citizenship Required and an active TS/SCI clearance**
• Extensive cost proposal experience is required.
• Thorough understanding and wide application of principles, concepts, practices, and standards in contract administration.
• Full knowledge of industry practices.
• Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, TINA and CAS.
• Excellent negotiation, oral, and written communication skills are required.
• Effective critical thinking skills and ability to assimilate.
• Experience in contract risk management and negotiation.
• Strong written correspondence skills.
• Ability to synthesize complex legal & contractual topics and communicate to internal and/or external collaborators with different backgrounds and disciplines.
• Ability to work independently with minimal supervision.
• Strong organizational skill and ability to handle a fluctuating workload and multiple priorities.
• Deliver on commitments, be reliable, highly organized and structured, risk sensitive, agile and creative.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
