Job Description
Pine Technical and Community College (PTCC) is seeking a Registrar to provide strategic leadership and oversight of student records and academic processes in support of the college’s mission, vision, and values. This role is instrumental in ensuring the integrity, accuracy, and compliance of academic records while fostering a student-centered approach to service and operational excellence.
The Registrar oversees the Records Office and is responsible for the development, implementation, and continuous improvement of procedures related to registration, transfer evaluation, satisfactory academic progress (SAP), graduation, and overall records management. This position supervises staff and manages systems and tools such as ISRS, uAchieve, Graduation Planner, Schedule Builder, and Transferology to ensure efficient and effective operations.
Serving as the Data Practices Compliance Officer for student records, the Registrar ensures adherence to FERPA and the Minnesota Government Data Practices Act (MGDPA), while maintaining high standards of data integrity and confidentiality. The role also involves interpreting and enforcing campus, state, and federal policies, rules, and regulations related to academic records and student data.
The position is based on the Pine City campus.
**Salary:** $62,849 - $94,461
Minimum Qualifications
+ Three (3) years of professional experience in college records/enrollment, higher education or related field. An associates degree may substitute for six (6) months experience, a bachelor’s degree for twelve (12) months, and a master’s degree for eighteen (18) months.
+ Demonstrated knowledge of policies, procedures, and best practices related to admissions, records and registration, enrollment management, and/or transfer;
+ Effective written and verbal communication skills sufficient to participate in discussions and communicate technical information to both technical and non-technical personnel;
+ Supervisory experience.
+ Familiarity with college courses, programs, and curriculum.
+ Excellent computer skills, especially with databases and spreadsheets.
+ Excellent organizational skills.
+ Professional and administrative skills including critical thinking, problem-solving and process planning.
+ Ability to manage schedules effectively, work on multiple projects and meet established deadlines.
Preferred Qualification
+ Two or more years of experience working within higher education, in a student services role.
+ Extensive knowledge of state and federal regulatory laws such as Family Educational Rights and Privacy Act (FERPA) and MN Governmental Data Privacy Act (MGDPA).
+ Computer skills sufficient to navigate software programs including, but not limited to Word, Excel, Access, Perceptive Content/imaging, etc.
+ Experience with a student record system; as well as other data and communication tools.
Key Responsibilities
+ Lead the Records department: Supervise staff, manage hiring and performance, enforce policies, and oversee budgeting and goal-setting.
+ Manage registration and records systems: Oversee student registration, grading, degree audits, and compliance with institutional and state policies.
+ Ensure data integrity and compliance: Maintain accurate and secure student records, serve as Data Practices Compliance Officer, and report data as required.
+ Oversee graduation processes: Evaluate graduation eligibility, issue awards, and manage related reporting.
+ Coordinate academic progress: Administer Satisfactory Academic Progress (SAP) processes and appeals.
+ Support college operations: Serve on committees, represent the college externally, and assist with events and registration activities.

In accordance with the Minnesota State Colleges & Universities (Minnesota State) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State’s vehicle use criteria and consent to a Motor vehicle Records check.
