    Job Description

    *THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $78,315*

     

    THIS POSITION IS OPEN TO EMPLOYEES CURRENTLY SERVING IN THE PERMANENT CIVIL SERVICE TITLE OF CHILD PROTECTIVE SPECIALIST WHO TOOK AND PASSED EXAM #3558.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the city receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

     

    In each of the five Boroughs, Child Advocacy Centers (CAC) under the direction of Safe Horizons serve children who have suffered sexual abuse or severe physical abuse. At each CAC,

     

    children are treated by caring multidisciplinary teams (MDT) that consist of Law enforcement, medical, mental health, child protection and legal practitioner who are fiercely dedicated to protecting children and helping children and families heal. Through a carefully orchestrated response, CAC MDT meet the needs of child survivors of abuse and their impacted family members by addressing their safety, tending to their physical injuries and emotional needs, and bringing abusers to justice. At each of the five CACs, the MDT includes ACS DCP teams consisting of a Child Protective Manager (CPM), Child Protective Specialist Supervisor (CPSS II and CPSS I), and Child Protective Specialists (CPS).

    Under the direction of the Zone Deputy Director, at the Child Advocacy Center (“CAC”), the CAC Social Work Coordinator will be responsible for the following:

    - Support the coordination of the IRT (“instant response team”)/ MDT (“multi-disciplinary team”) response

     

    - Liaise with the DA (“District Attorney”)/ NYPD (“New York City Police Department”)/ Safe Horizons/ off site detectives to enhance effective communication information-sharing

     

    - Prepare all ACS case-related information for the MDT team and Case Planning meetings; and assess prior history for the MDT team prior to the forensic interview to follow up on cases to be

     

    presented at that week’s meeting

     

    - Input data in CNNX (Connections) and Safe Horizons Database; access LTS (“Legal Tracking System”) as required/ needed

     

    - Maintain consistent tracking of outcomes for all ACS cases investigated at the CAC, and report out as requested by Agency, Zone and Borough Leadership

     

    - Work with CPS and families in identifying kinship resources when needed

     

    - Support CPS with directing families to appropriate areas when they are on site

    - Provide Coaching and guidance for CPS on best case practice, recantation, etc

    - Follow up that CSC (“child safety conferences”), FCLS (“Family Court Legal Services”) consults, etc., are conducted as required

     

    - Assist in outreach and coordination of Forensic Interviewing, medical exam scheduling, and outcome recommendations for borough office cases

     

    - Assist the team in coordination of brief clinical treatment with Safe Horizon while child/ren and family are pending long-term therapeutic treatment intervention and PPRS (“Preventive Services”) linkage

     

    - Assist in coordination and participation of Conferences to ensure accurate information is obtained, to assist the CPS team with case assessment and decision-making.

     

    - Assist in scheduling and obtaining Safe Horizon services for borough office cases investigated at the CAC

     

    - Attend and participate in all borough office supervisory/ managerial meetings, conferences and activities as required by the ACS Zone Deputy Director

    Qualifications

    1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines; 30 semester credits toward a Masters of Social Work degree or toward a graduate degree in a related field; plus eighteen months of child protective casework experience.

     

    Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities is or has been the subject of a child abuse and maltreatment report.
