    Job Description

    Financial Systems - Application Support - Sr. Analyst

     

    FISA-OPA Is seeking a highly motivated and experienced technical support analyst to manage a demanding workload from New York City's Office of Management and Budget (OMB). The position requires a seasoned technician who will have responsibility for the submission of Job flows and quality control on the key inputs to the New York City's budget and planning processes. As a senior application support analyst, the candidate will play a critical role in bridging and translating the business requirements of users into ad-hoc and pre-designed job flows. While reporting to the FISA-OPA Financial Production Operations team, the candidate will be integrated into the operations of OMB. The candidate will serve as a liaison with OMB FMS users and make recommendations for FMS usage. The candidate will also work with FISA application, business and operations teams on tactical and strategic projects.

    Responsibilities for the position include:

    - Manage the execution of OMB Budget processing events

     

    - Analyze and document business requirements

     

    - Investigate and resolve software Issues and defects reported by business users and others.

     

    - Work with technical analysts to research problems and find and implement solutions.

     

    - Test online software to ensure It meets specifications. Document and prioritize defects for resolution. Testing requires the Individual run batch Jobs in testing environments.

     

    - Run simulations of business event processing and distribute results of mock runs to business owners. Schedule and execute functional business events.

    - Communicate issues and status to management and others

    - Cover periodic business events on-site through the completion of the activities. Activities will periodically require the candidate to work at non-standard hours.

     

    - Candidate will be expected to follow FISA-OPA job submission standards and make recommendations and document areas for improvement in the management of budget system job flows.

     

    - Candidate will be expected to learn FISA's CA Workload Automation enterprise scheduling tool.

     

    - Oversee staff training for the Financial Management System, FMS/3, technologies including the design and timely executions of various job streams, IE., Nightly Batch Cycle; Weekly Batch Cycle; Month Closes; The design Includes: Job Flows; Job Schedules; Customizing all batch Jobs to adhere to FISA-OPA Naming Standards; build GOG Indexes; Libraries and interface with CGI support groups in various stages of planning and products Implementation.

     

    - Responsible for the user acceptance testing, batch testing of budget systems

     

    - Interact with OMB users and management; FISA-OPA Business Entity, FISA-OPA application Supp0rt and FISA-OPA Technical Support Teams.

     

    - The candidate will be expected to document and implement standard operating procedures for the submission of budget system job flows and provide training to others on the team.

     

    - The candidate will be expected to play a role in Disaster Recovery testing activities (planning and executing).

    Preferred Skills/Experience:

    - Extensive experience working with New York City Capital and General Fund Budget systems

     

    - Extensive experience working on a mainframe platform - using TSO for job submission, application development, application testing

     

    - Extensive with data analysis tools: Fileaid, Fileaid for DB2, MS Access, Crystal Reports, Spufi

     

    - Extensive experience writing and/or modifying JCL

     

    - Excellent troubleshooting, analytical and problem-solving skills.

     

    - The Individual In this role must have excellent oral and written communication skills, proven analytical and problem-solving skills, the ability to work Independently with minimal direction and under pressure with tight deadlines

     

    - Hands-on proven experience balancing and reconciling financial data

     

    - Experience directly interacting with end users for job submission requests

     

    - Experience organizing, executing and documenting user acceptance tests

     

    - Demonstrated proficiency with MS Access/MS Excell Word/PowerPoint/Visio

    Qualifications

    1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

    2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

    3. Education and/or experience which is equivalent to "1" or "2" above.
