    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $98,159 - $112,883.00

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality, including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.

     

    The Office of Strategy, Research, and Provider Partnership (SRPP) leads CFWB efforts to strengthen services for children, youth, and families by aligning strategic priorities with research and data-driven practices. The Office also partners with contracted community-based organizations citywide to implement programs, including Family Enrichment Centers and PromiseNYC Programs. Through this work, the Office helps CFWB build a system that is innovative, responsive, and grounded in evidence.

     

    The Office is comprised of four specialized teams: Family Enrichment Centers Program Management (FEC PM), the FEC Program Sustainability and Improvement (PSI) team, the Child Care Data Management and Systems (DMS), and the Strategy and Research (SR) team.

    Reporting to the Executive Director of the Family Enrichment Center Program Management team, the Director’s responsibilities will include, but will not be limited to, the following:

    - Collaborate with SRPP leadership in defining and executing the strategic vision of the FEC Program Management Team, including day-to-day administrative operations of the team.

     

    - Help shape and evolve the Program Management team’s data-driven technical assistance and coaching approach to contracted FEC provider partners, ensuring high quality implementation aligned with Model Standards, outcomes, contracts, and policy requirements.

     

    - Use quantitative and qualitative research methods to continuously collect and analyze data to evaluate and adapt FEC performance and improve implementation and drive outcomes.

     

    - Directly supervise a team of 3-4 FEC program managers, providing regular coaching, goal setting, and strength-based feedback; codevelop individualized growth plans and lead performance evaluations.

     

    - Evaluate and oversee the performance of a portfolio of 15 contracted Family Enrichment Centers; guide program managers in using qualitative and quantitative data to provide consistent technical assistance and coaching to FEC partners towards fidelity to the FEC Model Standards and the model’s intended outcomes.

     

    - Serve as liaison between ACS Division of Financial Services colleagues, the ACS FEC Program Management Team, and contracted provider partners; lead FEC contract budget utilization evaluations, spending analyses, and management oversight, ensuring providers receive timely support with budget submissions, modifications, invoicing and compliance with fiscal policy.

     

    - Evaluate budget and program performance and develop reports to inform team goals, highlight successes and challenges, and develop strategies for systemwide improvement.

     

    - Develop and administer surveys and focus group interviews to collect, analyze, and use quantitative and qualitative data to assess program quality and provider performance.

     

    - Support relationship management with contracted provider leadership and lead presentations about the program in internal and external meetings, including with ACS leadership, cross divisional managers, funders, and policy stakeholders.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.
