    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the city receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

     

    The Contract Management Unit within the Division of Child Protection (DCP) is responsible for the comprehensive oversight and administration of a contract portfolio, which currently includes 21 major contracts valued at over $22 million. This unit plays a critical role in ensuring the effective delivery of essential human services, particularly those that support Child Protective Services (CPS) in addressing complex family needs related to mental health, substance use, and domestic violence, food insecurity, crisis debriefing, therapeutic supervision

    Under the supervision of the Assistant Commissioner of DCP’s Child Welfare Programs, with wide latitude for the use of judgment and independent decision making, the Assistant Contract Manager will be responsible for the following:

    - Contract Oversight and Administration: Managing the full lifecycle of contracts, from solicitation and award through execution, monitoring, and closeout. This includes onboarding new providers, establishing contractual terms, and ensuring compliance with all regulatory and fiscal requirements

     

    - Provider Relationship Management: Serving as the primary liaison between DCP and its contracted providers, the unit supports providers through the resolution of payment issues, guidance on system requirements, and ongoing technical assistance

     

    - Financial Management: Overseeing timely invoice certification and payment processing to ensure providers maintain adequate cash flow and can continue delivering critical services without disruption

     

    - Performance Monitoring and Compliance: Tracking deliverables, service quality, and contract compliance to safeguard program integrity and support continuous improvement in service delivery

     

    - Collaboration and Coordination: Working closely with internal stakeholders including CPS teams and the Mayor’s Office of Contract Services to address challenges related to contract implementation, system functionality (e.g., PassPort), and budget modifications

     

    - Support for New Initiatives: Managing the startup processes for newly awarded contracts, including conducting kickoff meetings, coordinating contract setups, and providing ongoing support to newly onboarded providers

     

    Preferred Skills

    The preferred candidate should possess the following:

    - Excellent communications skills

     

    - Knowledgeable in Microsoft Office, proficient in Excel, Word and Outlook

     

    - Ability to deal tactfully and effectively with diverse constituencies

     

    - Familiarity working with NYC’s diverse communities

     

    - Knowledge of the NY State Connections comprehensive case management system, or other automated child welfare system

     

    - Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this position

    PRINCIPAL ADMINISTRATIVE ASSOC - 10124

    Qualifications

    1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

    4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
